Legislative Appropriations Request FY2018-2019,

The 85th Texas Legislature will convene in January, 2017. At that time, they will begin considering the Texas State Library and Archives Commission budget for fiscal years 2018 and 2019. Before they convene, each state agency is required to prepare and submit a Legislative Appropriations Request (LAR).

The LAR consists of the agency's Base Budget and Exceptional Item Requests. The "base budget" refers to a budget request that is at the lowest level. The state leadership instructed agencies to prepare a base budget at 96 percent of the average general revenue amounts appropriated in fiscal years 2016-2017. The base budget for the agency totals approximately $65.8 million for the biennium; of this, $30.5 million is state general revenue.
In addition, the state’s elected leaders directed each agency to prepare a proposal to reduce general revenue by and additional 10 percent; this is reflected in Schedule 6.I in the file. The schedule identifies how the agency would cut its budget by another $3 million over the biennium.
In this budget request, the agency asked for five exceptional items. These totaled $11.36 million of state general revenue funds for the biennium. These are shown in Schedule 4.A in the file.
