The Texas State Library and Archives Commission met on Friday, August 29, 2013, at the Lorenzo de Zavala State Archives and Library Building, 1201 Brazos Street, Austin, Texas.

- Introductions and establish quorum.
Chairman Waters called the meeting to order at 3:00 p.m. and welcomed everyone to the meeting. He noted that all commissioners were present thus establishing a quorum. He introduced Joy Poole, Edward Seidenberg and Mark Smith, finalists for the position of Director and Librarian of the Texas State Library and Archives Commission.
- General announcements.
Chairman Waters invited everyone to meet the candidates during the public reception from 3:00 to 4:20 p.m. and invited all to attend the candidate presentations at 4:30 p.m. He thanked the Texas Library Association for providing refreshments during the reception.
Chairman Waters called the commission into executive session as authorized by Texas Government Code §551.071, and §551.074, regarding consultations with attorney and personnel matters, respectively.
- Public Reception to meet candidates for Director and Librarian position.
Candidates were positioned in the lobby in separate locations where staff and guests could meet and discuss issues impacting the agency. Refreshments were served. At 3:45 p.m., the commission ended the executive session and all commissioners joined the public reception in the lobby.
- Presentations by candidates.
At 4:20 p.m., Chairman Waters invited all in attendance to take seats in the Reference Library for the candidate presentations. Chairman Waters welcomed everyone and introduced former commissioners, members of the Friends of Libraries & Archives of Texas board and Ed Robinson of the Governor’s Office. Chairman Waters introduced Edward Seidenberg who made a brief presentation on his background, experience and plans for the agency’s future. After he exited the room, Chairman Waters introduced Mark Smith who made a brief presentation on his background, experience and plans for the agency’s future. After he exited the room, Chairman Waters introduced Joy Poole who made brief presentation on her background, experience and plans for the agency’s future.

Chairman Waters thanked everyone for attending the reception and presentations. At 5:00 p.m., chairman Waters announced the commission would go into executive session pursuant to Sections §551.071 and §551.074 of the Texas Government Code, regarding consultations with attorney and personnel matters, respectively.
At 5:40 p.m., the commission reconvened the open meeting and Chairman Waters adjourned the meeting.
