Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the September 9, 2020 meeting of the Texas State Library and Archives Commission Libraries and Talking Book Committee will be held by video webinar, as authorized under Texas Government Code §551.127.

For public participants, please use the "Raise Hand" feature to indicate that wish to speak during the Public Comment portion of the meeting.  You may also email tlash@tsl.texas.gov in advance of the meeting if you would like to provide public comment. When the Committee reaches the public comment item, the Chairperson will recognize you by name and give you an opportunity to speak. All public comments will be limited to 5 minutes.

The Libraries and Talking Book Committee may deliberate on and/or take action on any of the following agenda items. The Libraries and Talking Book Committee may go into executive session on any agenda item listed below, as authorized by the Open Meetings Act, Texas Gov’t Code, Chapter 551. A quorum of the full Texas State Library and Archives Commission may attend the Libraries and Talking Book Committee meeting for information-gathering and discussion.  However, Commission members who are not Committee members will not vote on any Committee agenda items, nor will any Commission action be taken.

Roll call for members and establishment of a quorum.

Public Comment.  Members of the public should state their full name and organization affiliation, if any, before speaking.

Approval of minutes of Libraries and Talking Book meeting of January 8, 2019.

5.

Discussion of proposed collection policy for TexQuest.

6.

Discussion of proposed collection policy for E-Read Texas.

7.

Discussion of impact of COVID-19 on public library accreditation process.

8.

Report on the Talking Book Program.

9.

Adjournment.
