Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the April 9, 2021 meeting of the Texas State Library and Archives Commission will be held by video meeting, as authorized under Texas Government Code §551.127.

Members of the public will have access and a means to participate in this meeting, by two-way communication. Register for the meeting by visiting https://zoom.us/j/96529070372.

For public participants, please state your wish to speak during the Public Comment portion of the meeting.  You may also email tlash@tsl.texas.gov in advance of the meeting if you would like to provide public comment. When the Commission reaches the public comment item, the Chairperson will recognize you by name and give you an opportunity to speak. All public comments will be limited to 5 minutes.

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items. The commission may go into executive session on any agenda item listed below, as authorized by the Open Meetings Act, Texas Gov't Code, Chapter 551.

Roll call for members and establishment of a quorum.

Minutes of February 19, 2021 Commission meeting.

4.

Public Comment.  Members of the public should state their full name and organization affiliation, if any, before speaking.

Conflict of interest disclosures.

Review and approve acceptance of gifts and grants over $500.
Grant of $20,000 to the Texas State Library and Archives Commission from the FINRA Investor Education Foundation.

Review and approve the following contracts, contract renewals, and amendments.
Four contracts for Cengage: $1,500,000, $390,000, $425,000, and $1,320,740; Credo, $675,000; five contracts for EBSCO: $153,430, $5,100,206, $1,008,356, $47,837, and $85,156; Encyclopaedia Britannica, $1,000,000; Infobase, $523,422; two contracts for ProQuest: $70,176 and $916,842; TeachingBooks.net, $581,696; and School Select contracts for EBSCO and Encyclopaedia Britannica, Cengage, and Infobase for $0.

Report on status of TSLAC security plan.

Report and discussion regarding federal funding: American Rescue Plan Act and Build America’s Libraries.

Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development, Information Technology Services, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book), and the Texas Library and Archives Foundation.

 Review and approve FY 2022 records storage and imaging fee schedule.

Authorization to post in the Texas Register proposal of the following amendments, repeals, and new rules in 13 TAC Chapter 7, Subchapter C (Standards and Procedures for Management of Electronic Records):
  • Amendments to 13 TAC 7.71, Definitions; 7.72, General; 7.75, Security of Electronic Records; 7.76, Maintenance of Electronic Records Storage Media; and 7.78, Destruction of Electronic Records;
  • Repeal of 13 TAC 7.73, Creation and Use of Data Files; 7.74, Creation and Use of Text Documents; 7.77, Retention of Electronic Records; and 7.79, Public Access to Electronic Records; and
  • New 13 TAC 7.73, Policies and Procedures; 7.74, Minimum Requirements for all Electronic Local Government Records; and 7.77, Minimum Requirements for all Electronic Records Systems.
