Welcome and introductions.

Chairman Tocker called the meeting to order at 9:02 a.m., welcomed everyone and stated that the meeting was being conducted via videoconference as authorized by Texas Government Code §551.127. Chairman Tocker disclosed that the notice of this meeting was filed with the Texas Register on February 2, 2022, and indicated, that the meeting would be conducted via videoconference, providing a weblink and phone number for the public to access the meeting. He noted that commissioners, who are not committee members, will not vote nor will any action be taken by the commission at the meeting.

Roll Call for members and establishment of a quorum.

Chairman Tocker took a roll call of commissioners and established that a quorum was present.

Public Comment.

No public comments were received.

Approval of minutes of the Libraries and Talking Book Committee meeting, December 17, 2021.

Commissioner Mann moved to approve the minutes of the December 17, 2021, committee meeting, seconded by Commissioner Tegeler.

Chairman Tocker conducted a roll call vote and the motion passed unanimously.

TSLAC guidance for school libraries: collection development resource document.

Gloria Meraz presented the revised draft for “Collections Development Guidance and Resources for School Libraries.”

After discussion, Chairman Tocker entertained a motion to recommend the draft collection development resource document for school libraries to the full commission for their action.

Commissioner Tegeler moved to approve the recommendation for action to the full commission, seconded by Commissioner Mann.

Chairman Tocker conducted a roll call vote and the motion passed unanimously.

School Library Programs: Standards and Guidelines for Texas, 13 TAC §4.1

Gloria Meraz presented the Standards and Guidelines for Texas School Library Programs.

Chairman Tocker entertained a motion to instruct staff to begin framing a process to undertake a targeted review and potentially update the school standards to provide further guidance and collection development policies and practices in line with the governor's direction.

Commissioner Tegeler moved to approve the recommendation for action to the full commission, seconded by Commissioner Tocker.

Chairman Tocker conducted a roll call vote and the motion passed unanimously.

Commissioner Mann moved to adjourn the meeting and Commissioner Tegeler seconded. Chairman Tocker conducted a roll call vote which passed unanimously.
