The Libraries and Talking Book Committee of the Texas State Library and Archives Commission met on Thursday, July 14, 2022, via videoconference.

  1. Welcome and introductions.

    Chair Tocker called the meeting to order at 1:00 p.m., welcomed everyone and stated that the meeting was being conducted via videoconference as authorized by Texas Government Code §551.127. Chair Tocker stated that the notice of this meeting was filed with the Texas Register on July 5, 2022, and indicated, that the meeting would be conducted via videoconference, providing a weblink and phone number for the public to access the meeting. He noted that commissioners who are not committee members will not vote nor will any action be taken by the commission at the meeting.

  2. Roll Call for members and establishment of a quorum.

    Chair Tocker took a roll call of committee members and established that a quorum was present.
  3. Approval of minutes of the Libraries and Talking Book Committee meeting, February 11, 2022.

    Commissioner Mann moved to approve the minutes of the February 11, 2022, committee meeting, seconded by Commissioner Tegeler.

    Chair Tocker opened the motion for discussion about item number 5 of the minutes - TSLAC Guidance for School Libraries. That discussion item resulted in a recommendation for action to the full commission.

    Chair Tocker noted for the record that the Collection and Development Resource Policy is a living document. The Guidance document was further refined before being brought before the full Commission in February for approval.

    Chair Tocker conducted a roll call vote and all committee members voted in favor. The motion passed unanimously.

  6. Update on targeted review of School Library Programs: Standards and Guidelines for Texas

    Sarah Jacobson gave an update on the targeted review of School Library Programs: Standards and Guidelines for Texas.
    This was an information item only. No action was required.

  7. Discussion of draft of proposed new 13 TAC §8.1, Definitions, and new 13 TAC §8.6, Request for Reconsideration of Electronic Resources

    Sarah Jacobson presented the proposal draft of amendments to 13 TAC §8.1, Definitions, and new 13 TAC
    §8.6, Request for Reconsideration of Electronic Resources.

    Commissioners discussed the value of codifying the long-standing process and the need to set a timeline for decision-making.
    This was a discussion item only. No action was required.

  8. Update on the Talking Book Program

    Gloria Meraz gave an update on the Talking Book program. This was an information item only. No action was required.

  9. Update on Public Library Matters

    Gloria Meraz gave an update on public libraries including the ongoing impact of the pandemic and long- lasting changes in performance and resource metrics, broadband activities, and digital inclusion.
    This was an information item only. No action was required.

  10. Adjournment.

    Commissioner Tegeler moved to adjourn the meeting and Commissioner Mann seconded. Chairman Tocker conducted a roll call vote which passed unanimously.

    Chairman Tocker adjourned the meeting at 1:47 p.m.
