The November 3, 2022, meeting of the Texas State Library and Archives Commission (Commission) will be held in person at the Sam Houston Regional Library and Research Center (SHC) in Liberty, Texas. The Commission plans to recess the meeting by 6 p.m. at the latest on Thursday and reconvene on Friday, November 4, at 8:30 a.m. The meeting location will be open to the public during the open portions of the meeting. Important information about this meeting, including how to provide public comment or request special accommodations, is available at the end of the agenda.

The Commission may deliberate and/or take action on any of the posted agenda items. Agenda item numbers are assigned for ease of reference only and do not necessarily reflect the order of their consideration by the Commission. The Commission may go into executive session on any agenda item listed below, as authorized by the Open Meetings Act, Texas Government Code, Chapter 551.

     •    Lynwood Givens to the Sam Houston Center 
     •    Carol Toberny to the Talking Book Program

 Review and approve the following contracts, contract renewals, and amendments:

a)    Catapult Systems, LLC (contract renewal not to exceed $77,000 and increase total contract amount by $6,936)
b)    Cengage Learning, Inc. (increase total contract amount by $883,500)
c)    Johnson Controls (SHC) (extension through 8/31/23)
d)    Integrated Inventory, Tracking, and Billing System for Records Center Operations (solicit, award, and execute a contract in an amount not to exceed $150,000)
e)    Department of Information Resources (DIR) or DIR-approved vendor for website and accessibility enhancements and translation services (not to exceed $500,000)

 Report of the Libraries and Talking Book Committee, including:

     •    Update on targeted review of the School Library Standards
     •    Update on process to review and update minimum criteria for public library accreditation
     •    Update on activities of the Talking Book Program

 Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development including e-resources solicitation, Information Technology Services, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book). The report also includes activities of the Texas Libraries and Archives Foundation.

  EXECUTIVE SESSION

 The Commission may go into Executive Session under one or more of the following provisions of the Open Meetings Act, Government Code, Chapter 551:

     •    §551.071: Consultation with and advice from legal counsel regarding any item on this agenda, pending or contemplated litigation, or other legal matters, including:
          •    Consultation with attorney regarding Commission contract approval procedures 
          •    Texas State Library and Archives Commission vs. Corey Westmoreland, Cause No. D-1-GN-21-001381, 345th Judicial District Court, Travis County, Texas
     •    §551.076: Deliberation regarding security matters, including security personnel or devices or a security audit

Members of the public who wish to provide public comment to the commission, either on a posted agenda item or during the public comment portion of the meeting, may attend the meeting in person at the address above or submit public comment by email to Bettina Williams at bwilliams@tsl.texas.gov by Tuesday, November 1, 2022.  Written comments received by email will be read aloud during the public comment portion of the meeting. Public comment will be limited to 5 minutes per speaker.
