I desire to repeat again that I have no desire to interfere
in the honest exercise of your lawful discretion. I am as much in-
terested in good roads in the State as you are and would be glad to
see every mile of road in the State in first class condition. I
would like to see every road in the State built of the most lasting
materials and maintained in the best condition that the available
revenues will permit. But I do not hesitate to condemn the prac-
tice of burdening the people of this State to pay prices that are
unreasonable and of letting contracts under which the people will
not get the value of their money.
