After we shall have withdrawn the necessary funds to accomplish the objectives
covered in the two preceding paragraphs, it is recommend that we take the
remaining total and allocate it by Districts, based upon the following criteria.
25% of the total shall be separated out and classified as available for work
within urban areas on the Interstate System. These funds shall be distributed
on the basis of the ratio that urban population of the District on the Inter-
state System bears to the urban population of the state as a whole on the
Interstate System. The remaining 75% of the total will be distributed based
upon the ratio of the rural vehicle miles of travel on the Interstate System
in the District as related to the total state-wide rural vehicle miles of
travel on the Interstate System.
The funds apportioned as above indicated shall be used for the purchase and
fencing of right of way, for the removal, relocation or adjustment of utilities
where such utilities are owned and operated by a governmental agency, and for
the total construction of the highway facility.
It is requested that you carefully consider these recommendations and give to
us your policy decision, in order that we may proceed with this development,
bringing the projects back to the Highway Commission for approval in order
that engineering work may proceed.
