  Sir,

              I am instructed by His Excellency the
President to inform you that he is authorized by a Secret Act of Congress to
negotiate for the sale of the Ship Austin and Brig Wharton in exchange for
and redemption of liabilities contracted in the purchase of the Navy.

              You are therefore requested to confer with Mssrs William
Bryan, James Morgan, and Samuel M. Williams, Agents of the Government,
in charge of said vessels in New Orleans upon the subject of such exchange, and
to lay before said Agents at as early a date as may be practicable, such pro-
positions relative thereto as you may desire to make to the Government which
will be transmitted to that Department for final action.

              Your earliest attention to the subject is earnestly so-
licited.
