The Developer Analyst performs complex (journey-level) computer systems analysis work and serves as the primary Drupal administrator and developer for the agency's website. This analyst also plans, develops, and maintains PHP framework applications that meet business as well as quality, schedule, accessibility, performance, and security requirements. Uses an incremental development methodology to design, code, run unit tests, and perform system implementation tasks. This analyst creates and maintains appropriate technical and security documentation on team processes. Provides technical support for Drupal and WordPress Content Management Systems and instructs and trains other team members in Drupal tasks. Participates in and advises cross-agency workgroups in the implementation of web page templates and standards across the enterprise. The Developer works under general supervision with moderate latitude for the use of initiative and independent judgment.




Serves as Administrator of the agency's Drupal website.

Designs and develops state agency Drupal website, including content types, views, custom modules, and themes.

Plans, develops, and maintains PHP framework applications.

Provides technical support for Drupal and WordPress CMS

Uses an incremental development methodology to apply standard system development life cycle (SDLC) processes in a production environment.

Creates and maintains technical and security documentation on Application Services processes.

Trains team members in Drupal development and website management best practices

Participates in and advises cross-agency workgroups in the implementation of standard web page templates and enterprise usage of Drupal.

Attends work regularly in accordance with agency leave and attendance policies.

Complies with all applicable agency policies and procedures, including safety and standards of conduct.

Performs other duties, as assigned.




High school diploma or GED

Two (2) years eperience using PHP programming language within the LAMP software stack to develop and maintain applications. 

Two (2) years eperience designing and developing enterprise websites, tools, workflows, custom themes and modules using the Drupal content management system; which must include experience in at least three (3) of the following: 

  • Using version control systems (Git, Subversion, etc.).

  • Design and development of MySQL databases.

  • Managing workflow with the use of a ticketing system.

  • Using jQuery for web application front-end development.

  • Experience with Drupal website administration and management.

  • Experience with WordPress website administration and management

General and specific knowledge of system development methodologies, programming concepts, and working knowledge of computer equipment and operating systems, and development environment procedures.

Ability to recognize, analyze, and provide solutions to computing problems.

Ability to follow detailed instructions and documentation standards.

Ability to speak and write well-organized and grammatically-correct English.

Ability to communicate and work effectively with others.

Ability to meet deadlines.




Graduation from an accredited college or university with a degree in computer science, information systems, or related areas of study

Experience in any of the following:

  •  Developing within common web development frameworks and etensions (Zend, Symfony, Sass/Compass, etc.).

  •  Implementing and managing successful information retrieval systems ( Drupal Search, Solr, or other open source tools).

  •  Experience with website administration and management using Drupal administration tool, Drush.

  •  Experience building responsive websites.

Experience using ticketing systems such as Remedy or Kace.

Experience using Linux Command line

Recent Industry Certifications related to programming or web development




Complete copy of college transcripts and /or certifications.

Overtime work is sometimes required.




Has no supervisory responsibilities

Reports to the ITS Director.
