General Job Description

Performs senior-level supervisory and managerial work to provide direction and guidance, professional expertise, and technical assistance for the strategic planning and operation of the agency’s information resources. The Director is a member of the senior management team and serves as the agency’s designated Information Resources Manager (IRM) and Information Security Officer (ISO). Works with agency management in planning, evaluating, budgeting, and implementing current and future strategies for the agency’s use of information technology as well as performing complex information security analysis work to plan, implement, administer, and manage the agency’s information security infrastructure. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Job Responsibilities

As the designated Information Resources Manager (IRM), guide the development and implementation of the agency’s strategy for the application of information technology to achieve agency mission goals. Ensure compliance with the state’s strategic direction for the use of information technology, submit required documentation to oversight agencies, and review and approve the use of technology.
As the Information Security Officer (ISO), guide the development, implementation, and management of the agency’s information security infrastructure. Ensure assets are safeguarded, ensure compliance with state regulations and standards, ensure adequate planning for disaster recovery, security infrastructure maintenance, and security compliance of hardware and software tools and products.
Manage the Information Technologies Division. Establish and maintain policies and procedures to guide the work of the technology division, plan and control expenditures, and supervise IT staff.
Manage the Interagency contract with DIR for Data Center Services (DCS). Ensure the availability, integrity, and confidentiality of the agency’s information resources administered and supported by the consolidated state data centers.
Function as the Technology Sponsor for technology-related agency projects to provide technical guidance and ensure compliance with state rules and regulations.
Provide guidance in the implementation and use of formal project management policies and procedures to ensure successful projects.
 

Minimum Qualifications

Bachelor's degree from an accredited four year college or university in the field of information systems, computer science,
public or business administration, or other related field
Two years supervisory/managerial experience with responsibility for budget and staff
One year experience in information security with responsibility for strategic direction of organization’s security
Three years of additional successful full-time professional IT-related experience with knowledge of project management, network environments, end-user computing, telecommunications, information security;

Knowledge of current information technology and its application to business operations
Ability to analyze data, to formulate conclusions, and to write reports.
Ability to speak before groups and testify before elected or appointed officials.
Ability to conduct planning or business meetings.
Ability to work well with technical staff, vendors, clients, and oversight officials.
 

Preferred Qualifications

Experience in technology project management
Experience in strategic planning for information technology
Experience managing information security for organization of 100+ employees
Experience managing computer networks
Experience in contract management for information technology
Working knowledge of the Texas Legislative process for information technology
Working knowledge of computer network environments
Working knowledge of application development processe
