SUMMARY

Under supervision of Director, Administrative Services Division, administers day-to-day operations of the agency’s Human Resources Office; serves as Team Leader for HR staff and directs Human Resources activities.  Works under general supervision with latitude for independent judgment.

ESSENTIAL TASKS

Establishes and implements internal policies and procedures to ensure agency compliance with state, federal, and agency personnel related laws and regulations
Interprets and communicates agency human resource policies and procedures, and state legislation to agency management and Commission members
Coordinates the administration of agency employee benefit packages
Administers agency grievance and disciplinary policies
Administers agency’s Workforce Diversity and Recruitment Plan
Advises agency supervisors and managers in human resource planning issues at the program level
Conducts agency classification and job analyses
Composes, edits, and updates letters, agency policies, standard and special reports and surveys
Administers the agency’s training program
Oversees the coordination of agency automated payroll and personnel system
Coordinates the production of staff manuals, employee guides, and staff training curriculum
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures, including safety and standards of conduct
Performs other duties as assigned

NON-ESSENTIAL TASKS

Serves as the Ombudsman for agency staff

MINIMUM QUALIFICATIONS

Graduation from an accredited four-year college or university; two years of increasingly complex state agency human resource experience relevant to essential tasks of this position may be substituted for one year of education, up to maximum of four years of education

Three years general human resource experience relative to job tasks
Three years public contact experience, two of which are high-level public contact
Three years experience using spreadsheets and databases to analyze data and prepare complex reports
One year successful supervisory or lead worker experience
One year experience working with automated data systems
Experience developing and conducting training for HR-related topics

Ability to work under pressure, perform multiple tasks simultaneously, and to meet established deadlines
Ability to evaluate/analyze work processes and render sound recommendations for required changes
Ability to communicate effectively, both orally and in writing
Ability to maintain effective working relationships with all levels of agency management and staff
Ability to understand and interpret relevant statutes, policies, and procedures
Ability to maintain confidentiality
Knowledge of current principles and practices of personnel administration, particularly those relating to State of Texas employment

PREFERRED QUALIFICATIONS

Two years high-level work experience in management of human resources programs and staff
Degree with major course work in human resources management, business administration or a related field
Demonstrated experience in State of Texas job classification and analysis
Demonstrated experience using State of Texas automated personnel system (USPS), or similar personnel system in a Texas state agency
Demonstrated experience conducting internal human resource-related investigations
Demonstrated experience with employee benefits programs (UGIP, TexFlex, Worker's Compensation, etc)
Demonstrated experience administering employee disciplinary and grievance policies
Current SPHR or PHR Certification

OTHER REQUIREMENTS

Submit writing samples, including complex report sample and demonstrated authorship
Submit college transcripts, if applicable
Criminal history check is required of the successful applicant

SUPERVISION

Reports to the Director, Administrative Services.
Acts as the Team Leader for the Human Resources Office staff, 1.5 FTEs
