Performs advanced (senior level) clerical work in the Purchasing unit of the Texas State Library and Archives Commission. Completes purchase requisitions for agency books and subscriptions, supplies and training/conference registrations. Maintains the agency central supply store and ensures compliance with state and agency purchasing rules, regulations. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Functions

Completes requisitions for commodities and services
Oversees the agency Central Supply Store
Maintains agency purchasing files
Performs related work as assigned
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures including safety and standards of conduct

Non-Essential Functions

May post contract information on agency website
May assist agency Contract Mangers with documentation of vendor performance
May compile and submit required agency purchasing reports

Minimum Qualifications                                                                                                      

High School diploma or equivalent
Two years public contact/customer service experience
Three years progressively responsible clerical or administrative experience
Experience using Microsoft Office suite
Knowledge of office practices and administrative procedures
Ability to effectively communicate orally and in writing
Ability to interpret and comply with purchasing rules, regulations, policies and procedures
Ability to work under pressure to meet deadlines and to successfully complete projects requiring considerable detail and accuracy
Ability to implement administrative procedures to interpret rules, regulations, policies and procedures
Ability to move boxes of supplies weighing up to 30 lbs.

Preferred Qualifications

College coursework in Business, Accounting or related
Experience using MS Excel, Word and/or Access
Experience with State of Texas purchasing
Completion of State of Texas purchasing training
Purchasing certifications: CTP
Experience with CAPPS
Experience using Adobe Pro software and  PDF’s

Other Requirements

Valid Texas drivers license and good driving record.
Ability to occasionally work overtime, including nights, and weekends
Criminal history check required upon contingent job offer
Ability to be CTP certified within six months of employment


Has no supervisory responsibility; reports to the Sr. Purchaser
