Applicant must submit an additional supplemental data sheet from the Texas State Library in order to be considered for the position.


Designs, develops, and maintains moderately complex PHP applications, with responsibility for web page design, layout, and feature additions, including front-end design of agency content management system (CMS) pages. This analyst interprets visual web page designs into code using knowledge of HTML/CSS design techniques. Addresses code compatibility issues between different browsers. Uses CMS PHP functions to create custom themes and modules using knowledge of security best practices. Tests applications. Determines technical requirements and assists in developing implementation plans. Works under the guidance of the Lead Systems Analyst with moderate latitude for the use of initiative and independent judgment.



Designs and develops web applications with responsibility for web page design, layout, and feature additions, including front-end design of CMS pages and applications.
Uses CMS PHP functions and to create custom themes and modules using knowledge of security best practices.
Participates in the development of detailed analyses, plans, and diagrams to identify, verify and document proposed automated tasks and systems.
Leads the Application Services team on specific projects as assigned by Lead Systems Analyst.
Completes testing and analyzes of computer programs or systems to ensure compliance with security and accessibility standards and guidelines.
Assists staff and users in solving application related problems.
Keeps informed on latest developments in the applications development technologies used in his/her area of responsibility.
Attends work regularly in accordance with agency leave and attendance policies.
Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Performs other duties, as assigned.




Graduation from an accredited college or university with a degree in computer science, MIS, or related areas of study


 Graduation from an accredited college or university with a degree in  library science, business, management, or related areas of study, with the successful completion of a minimum of  twelve (12) semester hours of computer related courses, of which at least one (1) was a college level computer language course. Technical college coursework will be considered along with specialized certified continuing education.
Relevant experience, as discussed below, may be substituted for college on a one (1) year of experience for one (1) year of college basis.
One year experience designing and developing web applications which must include at least three (3) of the following:

- Using the PHP, Perl, or Python programming language to develop and/or maintain computer applications.

                - Using HTML, and CSS in accordance with current web standards.

                - Using the UNIX or Linux operating system.

                - Design and development of RDBMS applications.

                - Using JavaScript or jQuery for web application front-end development.

General and specific knowledge of system life cycle development concepts, programming concepts, and working knowledge of computer equipment and operating systems and procedures on the environment used to develop applications.

Ability to recognize, analyze, and provide solutions to computing problems.
Ability to follow detailed instructions and documentation standards.
Ability to speak and write well organized and grammatically correct English.
Ability to communicate and work effectively with others.
Ability to meet deadlines.


Bachelor's degree from an accredited college or university in computer science, with an emphasis in computer programming.
Two (2) years experience developing applications in PHP, Perl, and/or Python


Two (2) years experience in at least three (3) of the following:

- Experience with LAMP architecture.

- Developing web applications.

- Identifying, analyzing, and providing solutions to computing problems in an operational environment.

- Experience teaching or training of computer users.


Complete copy of college transcripts and /or certifications.
Overtime work is sometimes required.


No supervisory responsibilities.
