JOB SUMMARY: Purchaser I

Responsible for performing entry-level purchasing and procurement work for agency.  Work involves preparing and processing procurement documents for commodities, equipment, and services using guidelines, rules, policies, and laws in compliance with state and agency purchasing rules, regulations and requirements. Works under close supervision with minimal latitude for use of independent judgment. 

JOB SUMMARY: Purchaser II

Responsible for performing routine (journey-level) purchasing and procurement work. Ensures internal and external deadlines are met and goods and services are procured in a timely, efficient and effective manner, while following all state and agency purchasing rules, regulations and requirements. Assists Purchasing Manager in completing and ensuring all mandatory purchasing-related reports are accurate and submitted by required deadlines. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. 

ESSENTIAL FUNCTIONS: Purchaser I

Purchases services, commodities and library materials up to $25,000
Performs limited purchases of IT commodities and services
Maintains the agency’s periodical subscriptions and serials continuations
Maintains Purchase Order files according to records retention guidelines
Monitors legal and regulatory requirements pertaining to purchasing and procurement
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures including safety and standards of conduct
Performs other duties as assigned

ESSENTIAL FUNCTIONS: Purchaser II

Purchases services and commodities up to $100,000
Process subscription claims that require procurement assistance
Prepare, process, distribute and post informal solicitation documents and invitations to Vendors
Monitor legal and regulatory requirements pertaining to purchasing
Tracks the status of requisitions and Purchase Orders (POs), including blanket orders
Audits invoices and checks for accuracy and compliance with Purchase Order (PO)
Maintain necessary records to comply with Texas Comptroller’s audit regulations
Maintains files and reviews various purchasing and procurement reports for tracking and quality assurance.
Attend work regularly in accordance with agency leave and attendance policies
Comply with all applicable agency policies and procedures including safety and standards of conduct
Perform other duties as assigned

NON-ESSENTIAL TASKS

Serves as backup to other Purchasing staff (purchaser I)
Complete weekly Purchaser Order (PO) reports
Assist in boxing PO file folders at the end of the fiscal year to be placed in storage or picked up for destruction
Assist with submitting monthly and annual statistical reports
Ability to move up to 30 pounds of work related materials

MINIMUM QUALIFICATIONS: Purchaser I

Graduation from high school or completion of GED certification
One year purchasing experience
One year experience in using electronic spreadsheets or electronic databases in work environment
One year public contact experience
Experience using Microsoft Office suite
Knowledge of purchasing methods and procedures, and product characteristics
Ability to become a Certified Texas Purchaser (CTP) within the first year of employment
Ability to effectively communicate orally and in writing
Ability to maintain an electronic system of adequate record keeping
Ability to locate and utilize resources to complete procurement tasks
Ability to interpret and comply with purchasing rules, regulations, policies and procedures
Ability to work under pressure to meet deadlines.

MINIMUM QUALIFICATIONS: Purchaser II

Graduation from high school or completion of GED certification, plus two years of full-time experience performing purchasing duties.
One year Texas State Agency purchasing experience.

Certified Texas Purchaser (CTP) or ability to become CTP certified within the first six months of employment
Two years full-time experience in developing and using electronic spreadsheets
One year full-time experience in specification development and/or review
One year full-time public contact experience
Experience with Microsoft Office Products: Word, Excel, and Access
Knowledge of state agency purchasing methods, procedures, and requirements
Knowledge of laws governing state purchasing operations

Ability to effectively communicate orally and in writing
Ability to coordinate work tasks
Ability to maintain an electronic system of adequate record keeping
Ability to locate and utilize resources to complete procurement tasks
Ability to interpret and comply with purchasing rules, regulations, policies and procedures
Ability to work under pressure to meet deadlines

PREFERRED QUALIFICATIONS: Purchaser I

College level courses in business or management and/or College degree in Business Administration, Communications, English, Marketing, Accounting, Mathematics or related field Texas state agency purchasing experience.
Experience in purchasing books, audiovisuals, microfilms and other library material
Experience purchasing services
Experience procuring information technology equipment
Experience with Microsoft Office Products: Word, Excel and Access
CTP Certification
Knowledge of State of Texas state accounting regulations and payment voucher requirements

PREFERRED QUALIFICATIONS: Purchaser II

College level courses in business or management and/or College degree in Business Administration, Communications, English, Marketing, Accounting, Mathematics or related field from an accredited four-year college or university
Certified Texas Procurement Manager (CTPM)

Certified Texas Contract Manager (CTCM)
Ability to become CTCM certified within the first six month of employment
Three or more years of full-time experience with State of Texas purchasing procedures
Experience in purchasing books, audiovisuals, microforms and other library material
Experience in purchasing supplies for a state agency
Experience with contract monitoring
Experience procuring information technology equipment
Experience with the purchase of goods and services through the Texas Comptroller of Public Accounts (CPA) TXSmartBuy system

OTHER REQUIREMENTS: Purchaser I

College transcripts required if claiming college credit
Criminal history check required upon contingent job offer
Completion of CTP certification within the first 12 months of employment

SUPERVISION

Reports to the Senior Purchaser; Supervised by the Chief Operations and Fiscal Officer
No supervisory responsibilities

OTHER REQUIREMENTS: Purchaser II

Valid Texas driver's license and good driving record; may use personal vehicle for travel
College transcripts required with application if claiming college credit
Ability to work in a non-smoking work environment
Ability to occasionally work overtime, including nights, weekends and holidays
Criminal history check required upon contingent offer

SUPERVISION

Reports to Senior Purchaser; Supervised by the Chief Operations and Fiscal Officer
