JOB SUMMARY - PURCHAER I
Performs entry (journey-level) purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records for reporting purposes according to state guidelines, rules, policies, and laws. Purchaser works with Purchasing Team to ensure internal and external deadlines are met and goods and services are procured in the most timely, efficient, and effective manner. Works under close supervision with minimal latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS
Purchases commodities or services up to $10,000; including requesting quotes from eligible vendors
Tracks order status monthly and conducts appropriate follow-up with vendors
Performs limited purchases of Information Technology (IT) commodities and services for the agency
Monitors legal and regulatory requirements pertaining to procurement
Maintains necessary records to comply with state and federal audit regulations
Compiles and submits all required purchasing-related reports by mandatory due dates
Ensures that Historically Underutilized Business (HUB) vendors are considered for purchases
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures including safety and standards of conduct
Perform other duties as assigned

NON-ESSENTIAL TASKS
Serves as backup for other purchasing staff
Assists agency project managers with submission of vendor performance reports

Processes agency informal bids and solicitations for commodities and specialized services

Performs limited purchases of Information Technology (IT) commodities and services for the agency

Maintains necessary records to comply with state and federal audit regulations

Performs complex (senior-level) purchasing and procurement work. Work involves research, study, evaluation, preparation, and processing of procurement documents for commodities, supplies, and services. Uses and monitors guidelines, rules, policies, and laws in compliance with state and agency purchasing rules, regulations and requirements. Work requires frequent contact with the public, other government agencies, and agency staff. Advises division and office personnel on purchasing procedures and quality of commodities, supplies, and services. May train others. All issues are referred to the supervisor. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Graduation High School or GED certification
One year experience in purchasing goods and services
One year public contact experience
Experience with an integrated financial system
Ability to obtain certification as a Certified Texas Contract Developer (CTCD) within the first six months of employment
Skill in using Microsoft software: Word, Excel, and Outlook
Knowledge of laws governing state purchasing operations
Ability to establish and maintain effective work relationships with co-workers and work-related contacts
Ability to effectively communicate orally and in writing
Ability to work as part of a team
Ability to maintain an electronic system for accurate record keeping
Ability to locate and utilize print and electronic sources for procurements
Ability to interpret, explain, and comply with purchasing rules, regulations, policies, and procedures
Ability to be flexible, demonstrated integrity, and strong work ethic
Ability to manage a heavy workload and a commitment to meet deadlines

PREFERRED QUALIFICATIONS (based on level of experience)
Completion of college level courses in business administration, public administration accounting or a related field
Knowledge of governmental purchasing methods and procedures and product characteristics
One year of procurement experience in a Texas state agency
Experience in purchasing books, audiovisuals, microfilm, and other library materials
Experience in purchasing office consumable and non-consumable supplies
Experience in purchasing services
Experience using statewide Term Contracts, TXMAS contracts, Open Market processes and familiarity with the Texas SmartBuy
Experience purchasing information technology (IT) products and/or services using DIR contracts
Experience in using CAPPS for processing state agency procurement documents
Experience developing procurement specifications and contract terms
Experience with Adobe PDF documents and skill using Adobe DC Pro or Adobe Sign software
Experience in using Microsoft Teams, Zoom, or other virtual meeting software
Experience with statewide HUB program
Experience with statewide reporting requirements and form submissions for procurements
Experience in providing support to non-purchasing staff and/or vendors about purchasing and HUB requirements
Experience in public speaking to include training presentations and demonstrations

OTHER REQUIREMENTS
College transcripts required if claiming college credit
Valid Texas driver’s license and good driving record. May use personal vehicle for travel
Criminal history check required of successful applicant
Work hours are standard 40 hours per week

MINIMUM QUALIFICATIONS - PURCHASER II
Graduation High School or GED certification
Two years’ experience in purchasing goods and services
Two years public contact experience
One year of experience conducting informal bid procurements
Experience with an integrated financial system
Certified Texas Contract Developer or ability to obtain certification as a Certified Texas Contract Developer (CTCD) within the first six months of employment
Knowledge of governmental purchasing methods and procedures and product characteristics
Knowledge of laws governing state purchasing operations
Skill in using Microsoft applications: Word, Excel, and Outlook
Ability to establish and maintain effective work relationships with co-workers and work-related contacts
Ability to effectively communicate orally and in writing

Two or more years of procurement experience in a Texas state agency
Experience using statewide Term Contracts, TXMAS contracts, Open Market processes and familiarity with the Texas SmartBuy
Experience purchasing information technology (IT) products and/or services using DIR contracts
Experience with specification development for Invitations for Bids (IFB), Request for Proposals (RFP), or Request for Offers (RFO)
Experience tabulating and evaluating bids, including Request for Proposals (RFPs) and/or Request for Offers (RFOs)
Experience in using CAPPS for processing state agency procurement documents
Experience in using Bonfire Sourcing and Contract Management online systems or other comparable systems
Experience with Adobe PDF documents and skill using Adobe DC Pro or Adobe Sign software
Experience in using Microsoft Teams, Zoom, or other virtual meeting software
Experience developing procurement specifications and contract terms
Experience with statewide HUB program
