Purchaser II

JOB SUMMARY
Performs routine (journey-level) purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing products and services; preparing procurement documents; and overseeing the maintenance of detailed records for reporting purposes according to state guidelines, rules, policies, and laws. Purchaser works with Purchasing Team to ensure internal and external deadlines are met and goods and services are procured in the most timely, efficient, and effective manner. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS
Processes agency informal bids and solicitations for products and specialized services
Performs limited purchases of Information Technology (IT) products and services for the agency
Monitors legal and regulatory requirements pertaining to procurement
Maintains necessary records to comply with state and federal audit regulations
Submits all required purchasing-related reports by mandatory due dates
Ensures that agency Historically Underutilized Business (HUB) goals are met and performs tasks with goal of increasing HUB participation
Provide support to staff about Purchasing related documents in CAPPS
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures including safety and standards of conduct
Perform other duties as assigned

NON-ESSENTIAL TASKS
May participate in Economic Opportunity Forums (EOF) around the state
May develop internal reports for TSLAC staff and/or required agency reports

Purchaser I

MINIMUM QUALIFICATIONS
Graduation High School or equivalent certification
One year of experience in purchasing goods and services
One year of public contact experience
Experience with an online e-procurement system
Must obtain specialized certification as a Certified Texas Contract Developer (CTCD) within the first six months of employment
Skill in using Microsoft software: Word, Excel, and Outlook
Knowledge of laws governing state purchasing operations
Ability to establish and maintain effective work relationships with co-workers and work-related contacts
Ability to effectively communicate orally and in writing
Ability to work as part of a team
Ability to maintain an electronic system for accurate record keeping
Ability to locate and utilize print and electronic sources for procurements
Ability to interpret, explain, and comply with purchasing rules, regulations, policies, and procedures
Ability to be flexible, demonstrated integrity, and strong work ethic
Ability to manage a heavy workload and a commitment to meet deadlines

PREFERRED QUALIFICATIONS
College coursework in business administration, public administration accounting or a related field
One year of procurement experience in a Texas state agency
Experience in purchasing books, publications, subscriptions, and other library materials
Experience in purchasing office supplies
Experience using statewide Term Contracts, TXMAS contracts, Open Market processes and familiarity with the Texas SmartBuy
Experience purchasing information technology (IT) products and/or services using DIR contracts
Experience in using Centralized Accounting and Payroll/Personnel System (CAPPS), PeopleSoft, or Oracle-based software for procurement tool
Experience developing procurement specifications and contract terms
Experience with Adobe PDF documents and skill using Adobe DC Pro or Adobe Sign software
Experience in using Microsoft Teams, Zoom, or other virtual meeting software
Experience with statewide HUB program
Experience with statewide reporting requirements and form submissions for procurements
Experience in providing support to non-purchasing staff and/or vendors about purchasing and HUB requirements
Experience in public speaking to include training presentations, demonstrations, and hosting meetings

OTHER REQUIREMENTS
Valid Texas driver’s license and good driving record. May use personal vehicle for travel
College transcripts required if claiming college credit
Criminal history check required of successful applicant
Work hours are standard 40 hours per week

SUPERVISION
Reports to the assigned Purchasing Team Lead
No supervisory responsibilities

Purchaser II

MINIMUM QUALIFICATIONS
Graduation High School or equivalent certification
Two years’ experience in purchasing goods and services
Two years public contact experience
One year of experience conducting informal bid procurements
Experience with an online e-procurement system
Must obtain specialized certification as a Certified Texas Contract Developer (CTCD) within the first six months of employment
Knowledge of state agency purchasing methods and procedures and product characteristics
Knowledge of laws governing state purchasing operations
Skill in using MS Word, Excel, and Outlook
Ability to establish and maintain effective work relationships with co-workers and work-related contacts
Ability to effectively communicate orally and in writing
Ability to work as part of a team
Ability to maintain an electronic system for accurate record keeping
Ability to locate and utilize print and electronic sources for procurements
Ability to interpret, explain, and comply with purchasing rules, regulations, policies, and procedures
Ability to be flexible, demonstrated integrity, and strong work ethic
Ability to manage a heavy workload and a commitment to meet deadlines.

PREFERRED QUALIFICATIONS

Actively retains certification as a Certified Texas Contract Developer (CTCD), formerly known as a Certified Texas Purchasing Manager (CTPM)
Experience using Texas statewide Term Contracts, TXMAS contracts, Open Market processes and familiarity with the Texas SmartBuy
Experience with specification development for Invitations for Bids (IFB), Request for Proposals (RFP), or Request for Offers (RFO)
Experience tabulating and evaluating bids, including Request for Proposals (RFPs) and/or Request for Offers (RFOs)
Experience in purchasing books, publications, subscriptions, and other library materials
Experience in using Centralized Accounting and Payroll/Personnel System (CAPPS), PeopleSoft, or Oracle-based software for procurement tool
Experience in using the Electronic State Business Daily (ESBD), Bonfire, or similar e-procurement bidding tool
Experience developing procurement specifications and contract terms
Experience with statewide HUB program
Experience with statewide reporting requirements and form submissions for procurements
Experience purchasing information technology (IT) products and/or services using DIR contracts
Experience in providing support to non-purchasing staff and/or vendors about purchasing and HUB requirements
Experience in public speaking to include training presentations, demonstrations, and hosting meetings/conferences

OTHER REQUIREMENTS
