Lead Purchaser - Purchacer III

JOB SUMMARY

Performs complex (journey-level) purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records for reporting purposes according to state guidelines, rules, policies, and laws. Lead Purchaser works with Purchasing staff to ensure internal and external deadlines are met and goods and services are procured in the most timely, efficient, and effective manner. Lead Purchaser has responsibility for processing competitive solicitations; completes and submits all mandatory purchasing-related reports accurately and by required deadlines; and leads the work of other purchasers. Serves as Lead Worker for the Purchasing Team. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

Coordinates the staff and functions of the Purchasing Team; provides input for staff evaluations
Processes agency informal bids and solicitations for competitive procurement of complex commodities and specialized     services
Monitors legal and regulatory requirements pertaining to procurement
Maintains necessary records to comply with state and federal audit regulations
Submits all required purchasing-related reports by mandatory due dates
Assists with HUB Coordinator duties and performs tasks w/goal of increasing Historically Underutilized Business (HUB) participation in procurement process
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures including safety and standards of conduct
Perform other duties as assigned

NON-ESSENTIAL TASKS

May participate in Economic Opportunity Forums (EOF) around the state

Senior Purchaser - Purchaser IV

JOB SUMMARY

Performs highly complex (senior-level) purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records for reporting purposes according to state guidelines, rules, policies, and laws. Senior Purchaser works with Purchasing staff to ensure internal and external deadlines are met and goods and services are procured in the most timely, efficient, and effective manner. Senior Purchaser serves as agency’s HUB coordinator; has responsibility for processing competitive solicitations; completes and submits all mandatory purchasing-related reports accurately and by required deadlines; and supervises the work of other purchasers. Serves as Team Leader for the Purchasing Team. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Lead Purchaser - Purchaser III

MINIMUM QUALIFICATIONS

Graduation High School or GED
Two years progressively responsible experience in purchasing goods and capital equipment
Two years public contact experience
Two years experience using spreadsheets and/or databases.
One year experience conducting informal bid procurements
One year experience developing specifications for Invitations for Bids (IFB), Request for Proposals (RFP), or Request for Offers (RFO)
Experience with an integrated financial system
Must be a Certified Texas Contract Developer (CTCD), formerly known as a Certified Texas Purchasing Manager (CTPM)
Knowledge of purchasing methods and procedures and product characteristics
Knowledge of laws governing state purchasing operations
Skill in using MS Word, Excel, and Outlook
Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts
Skill in tabulating and evaluating bids, including Request for Proposals (RFPs) and/or Request for Offers (RFOs)
Ability to effectively communicate orally and in writing
Ability to coordinate staff and work tasks
Ability to maintain an electronic system for accurate record keeping
Ability to locate and utilize print and electronic sources for procurements
Ability to interpret, explain and comply with purchasing rules, regulations, policies, and procedures
Ability to be flexible, demonstrated integrity, and strong work ethic
Ability to manage a heavy workload and a commitment to meet deadlines

PREFERRED QUALIFICATIONS

Graduation from an accredited four-year college or university with major coursework in business administration, public administration accounting or a related field
Experience in using CAPPS for processing state agency procurement documents.
Experience in purchasing books, audiovisuals, microforms and other library material
Experience developing procurement specifications and contract terms
Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes and familiarity with the Texas statewide purchasing system
Experience procuring information technology commodities and familiarity with DIR contracts
Experience with Comptroller’s State Property Accounting system
Experience in providing advice and council to non-purchasing and contracting staff for competitive solicitations
Experience in public speaking to include training presentations and pre-bid conferences
Documented successful completion of all State of Texas Purchasing Training sessions

OTHER REQUIREMENTS

Valid Texas driver’s license and good driving record. May use personal vehicle for travel
College transcripts if claiming college coursework
Certification documents from completion of the State of Texas Purchasing training
Criminal history check required of successful applicant.

SUPERVISION

Reports to the Director, Administrative Services
Serves as lead worker for the Purchasing staff

Three years public contact experience
Experience with an integrated financial system

Knowledge of state agency purchasing methods and procedures and product characteristics
