SUMMARY

Performs entry level (journey level) purchasing and procurement work for the Texas State Library and Archives Commission. Work involves processing procurement documents for books, supplies, commodities, equipment and or services using guidelines, rules, policies and laws in compliance with state and agency purchasing requirements. Work requires frequent contact with the public, other government agencies, and agency staff Works under close supervision with minimal latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

Procures commodities and services up to $25,000
Performs limited purchases of Information Technology (IT) commodities and services
Maintains Purchase Order files according to records retention guidelines
Monitors legal and regulatory requirements pertaining to purchasing and procurement.
Posts contract information on the agency website
Compiles and submits required agency purchasing reports.
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures including safety and standards of conduct
Performs other duties as assigned

NON-ESSENTIAL FUNCTIONS

Serves as backup to other Purchasing staff
Assists Contract Managers with documentation of vendor performance  

MINIMUM QUALIFICATIONS

Graduation from high school or equivalent
One year experience purchasing goods or services.
One year public contact or customer service experience
Experience using Microsoft Office software
Strong verbal and written skills and experience working in teams and customer service
Knowledge of purchasing methods and procedures, and product characteristics
Ability to become a Certified Texas Contract Development (CTCD) within the first year of employment
Ability to maintain an electronic system of adequate record keeping
Ability to locate and utilize resources to complete procurement tasks
Ability to interpret and comply with purchasing rules, regulations, policies and procedures
Ability to work under pressure to meet deadlines

PREFERRED QUALIFICATIONS

College level courses in business or accounting and/or College degree in Business Administration, Accounting, Mathematics or related field
Texas state agency purchasing experience.
Experience in purchasing books, audiovisuals, microfilm, and other library material
Experience  purchasing services
Experience in procuring information technology (IT) commodities or services
Experience with Outlook, Word, Excel, and Access
Experience with Peoplesoft software or the Centralized Accounting Payroll/Personnel System (CAPPS)
Certified Texas Purchaser (CTP) Certification – legacy certification
Experience with Adobe Pro software and PDFs

OTHER REQUIREMENTS

College transcripts required if claiming college credit
Criminal history check required upon contingent job offer
Completion of State of Texas Basic Purchasing course within first three months of employment.
Work hours are standard forty (40) hours per week

SUPERVISION

Reports to the Purchasing Team Lead; supervised by the Chief Operations and Fiscal Officer
No supervisory responsibilities
