Program Specialist IV - $5270 - $5433

Job Summary
Performs highly complex, senior-level consultative work and reports to the Continuing Education and Consulting Manager, in the Library Development and Networking Division at the Texas State Library and Archives Commission. The Workforce Development Consultant ensures Texas libraries are knowledgeable about and have resources to implement services and partnerships that promote workforce development in their communities. The Workforce Development Consultant also serves as a primary contact for internal, statewide, and national initiatives and projects related to workforce development in libraries. Coordinates project goals with other division/agency programs. Works under limited supervision, with moderate latitude for the use of initiative and independent judgement.

Essential Tasks
Implement, coordinate, present, and assist in the evaluation of a statewide  program of learning and resources related to library services, programs, and policies that support workforce development.
Collaborate with internal and external partners to enhance TSLAC programs and services related to workforce development and libraries.
Coordinate agency-wide workforce development initiatives.
Provide resources for assigned projects via agency blog, newsletters, and website.
Consult with Texas librarians, library boards, and interested constituents in the area of workforce development.
Perform other duties as assigned.
Attend work regularly in accordance with agency leave and attendance policies.
Comply with all applicable agency policies and procedures, including safety and standards of conduct.

Program Specialist V - $5615 - $5793

Job Summary
Performs advanced (senior-level) consultative work and reports to the Continuing Education and Consulting Manager, in the Library Development and Networking Division at the Texas State Library and Archives Commission. The Workforce Development Consultant takes a leadership role to ensure Texas libraries are knowledgeable about and have resources to implement services and partnerships that promote workforce development in their communities. The Workforce Development Consultant also serves as the project lead for internal, statewide, and national initiatives and projects related to workforce development in libraries. Coordinates project goals with other division/agency programs. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.

Plan, coordinate, implement, present, and evaluate a statewide program of learning and resources related to library services, programs, and policies that support workforce development.

Minimum Qualifications
Bachelor’s Degree from an accredited college or university. Substitution: experience as described below may substitute for degree on a year for year basis (max 4 years), plus:
Two years’ experience in public services in libraries, adult education, or another area related to workforce development (such as adult literacy, job search assistance, career/job training, student transitions, labor market research and/or analysis, economic development, business development, entrepreneurship assistance, and business relationship management, etc.).
Experience presenting to groups.
Experience managing projects.

Preferred Qualifications
Experience related to workforce development (such as adult education, adult literacy, job search assistance, career/job training, marketing, student transitions to college or career, labor market research and/or analysis, administering a workforce program in a library, economic development, business development, entrepreneurship assistance, and business relationship management, etc.).
Experience creating or managing partnerships.
Experience in the area(s) of community engagement or outreach, especially with underserved communities.
Experience planning and managing projects. 
 Work experience in libraries.
Master’s degree in library science, adult education, adult literacy, business, communications, or another area related to workforce development.
Bilingual—Spanish.
Work experience with a variety of online tools and applications (e.g. social media, web content management systems, blogs, survey tools).
Experience with online meeting software and learning management systems (e.g. Zoom, Teams, Totara, Moodle).

Knowledge Skills and Abilities
Knowledge of best practices in workforce development in libraries.
Knowledge of Texas workforce development landscape.
Ability to use a variety of software applications including standard desktop applications.
Ability to present to groups or deliver training.
Ability to coordinate projects.  
Skill in community engagement and outreach.
Skill in marketing and persuasive communication.
Ability to maintain partnerships.
Ability to work independently and as part of a team. 
Ability to establish goals and objectives.
Ability to analyze data, formulate conclusions, and write reports.
Environmental/Physical Conditions
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve moving; standing; pulling and pushing kneeling, stooping, and bending; performing tasks requiring fine motor skill and coordination to safely move items weighing up to 15 pounds. Must be able to work extended periods at a computer.  May require working extended hours and some evenings and weekends as needed. Normal cognitive abilities including the ability to learn, recall and apply certain practices and policies and interpret data. Up to 10% travel, some overnight, will be required to conduct training, speak publicly, and attend meetings.

Submit writing samples, may include training or outreach materials developed, written procedures or other documentation, webpages created, etc.
Applicants selected for interview will make a 15-minute presentation on an assigned topic.

Reporting Relationships
No supervisory responsibilities. Reports to Manager, Continuing Education and Consulting.
