The E-rate discount program puts over 2.25 billion dollars aside each year to help public libraries pay a percentage (up to 90%) of their telecommunications and Internet access costs. Ploud (Public Libraries in the Cloud) is a free, easy-to-use web authoring tool offered to empower public libraries in creating intuitive, dynamic websites with little effort and no technical expertise.
