Financial Management for Texas Librarians

[This course is restricted to Texas library staff.]


Self-paced online course, housed on our Texas State Library Online Training site (a Moodle learning management system).


This online course is based on a series of three one-hour Webinars presented in March 2013 by Tracy Arner, Financial Management Program Manager of the Carl Vinson Institute of Government at the University of Georgia. It covers:

  • Budgeting for Revenues and Expenditures
  • Internal Controls and Financial Statements
  • Purchasing and Long-term Financial Planning

Tracy is a Certified Public Accountant who has worked as an auditor, accountant, and now in training for state and local governments.  She spent six years working for the Gwinnett County Public Library System in Georgia.  As the Assistant Director for Business Services at the library, she developed the budget and financial reporting systems she will speak about in this series of webinars.  Tracy served as a member of the Library’s management team, which provided her insight into library operations and customer service. Using this experience, Tracy strives to help libraries understand and improve their business processes.  Tracy currently manages the Financial Management Training Program at the Carl Vinson Institute of Government, University of Georgia and provides specialized training and certification to finance officers, elected officials, and others who serve in local governments and state agencies.

This course exists primarily as a substitute for Day 3 of the in-person Small Library Management & Leadership Workshop.

Participants may view all three Webinars and pass a final quiz for a total of 6 CE hours and, if needed, earn credit toward day 3 of the Small Library Management Program's Management & Leadership in-person training.

After completing this online course students will be able to:

  • Recall the roles in budgeting
  • Recite the definition of a budget policy
  • Discuss proper support for budgeted expenditures
  • Recall methods of revenue estimation
  • Discuss methods of budget justification and monitoring
  • Recite types of financial statements
  • Recall the five elements of internal controls
  • Discuss high risk areas for libraries
  • Recount suggested procedures to address areas of high risk
  • Recount elements of a purchasing policy
  • Recite steps in the purchasing process
  • Discuss fiscal year end cutoff
  • Recall elements of long term financial planning

Course Elements and CE Credit

This course consists of three one-hour Webinars, Webinar slides, related handouts and one quiz. Participants should view any (or all) Webinars that they have not seen, access the related course material for each topic, and then take the course quiz.

Participants who complete the quiz with a score of at least 70% are eligible to receive a completion certificate worth 6 TSLAC CE hours.

Small Library Management Program participants -- this course credit will also satisfy Day 3 of the SLM Management & Leadership Workshop.

Texas library directors -- please note that these 6 hours of CE credit should supersede any of the statements of CE credit received for attending any of the live Webinars in this series during March 2013. (In other words, please disregard the CE credit earned for attending the live Webinars if you plan to claim these 6 hours toward your annual CE requirement for Texas public library accreditation.)

Course Availability & Completion Information

Participants can expect to spend an average of six (6) hours to complete the entire course. It is available through March 31 of 2016.
