Step 1: Prepare
- First, watch the Introducing TSLAC Community Advancement Packages (CAP) webinar. This webinar will provide information about the CAP grant process and provide an opportunity for applicants to ask questions about the program.
- Then, download and read the following documents:
- Notice of Funding Opportunity (NOFO): TSLAC CAP Grant Program
- Inside, you will find information on eligibility requirements as well as instructions for completing and submitting an application.
- While you will need a GMS account to manage your grant should you receive one, you may opt to download, complete, and submit a paper application for consideration. TSLAC CAP Grant Application (.pdf)
- Finally, make sure you have an active login for the Grants Management System (GMS). If you do not have an account with the Texas State Library & Archives Commission Grants Management System, please contact the TSLAC Grants Team, at grants@tsl.texas.gov.
Step 2: Review
Review Section A of the CAP Grant Program Guidelines for a description of each package and a detailed list of items eligible for purchase under each package. Use this information to determine which Community Advancement Packages best meet the needs of your community. Target areas and available packages are:
- PROGRAMMING & SERVICES
- Analog Outreach Package
- Beyond the Library Package
- Teen Services Package
- Trauma-informed Library Package
- TECHNOLOGY
- Assistive Technology and Digital Inclusion Package
- Audio-visual Package
- SPECIAL COLLECTION DEVELOPMENT
- Inclusive Library Collection Package
- Mental Health Collection Package
- Multilingual Collection Package
- Collection Development Supplies Package
- CRITICAL NEEDS
- Administrative Support Package
- COVID-19 Package
- Partners for Health Package
- Crisis Response Package
You will be required to submit a budget for items you wish to purchase under your chosen package. Research and price the items so you are ready to provide a detailed budget in your application. If you are requesting two packages, you must submit separate budgets for each package.
Step 3: Apply
- Application through the TSLAC Grant Management System (GMS) is preferred. However, you may apply through email or mail by completing this APPLICATION.
- Write your responses to the grant application questions in a word processing program (Microsoft Word, etc) then copy-paste them into the fields in the GMS.
- Build time into your schedule to collect the appropriate signature on the Grant Application Certification Form. We understand that these signatures may prove difficult to obtain given the present situation. We are willing to work with you if you let us know you may run into difficulties with this task.

- Notice of Funding Opportunity (NOFO): TSLAC CAP Grant Program (.pdf)
- Forms to be printed, signed, scanned/uploaded back into the GMS or emailed/mailed with your application:
- CIPA Form, self-signed (.doc)
- Application Certification Form, signed by a governing authority.
- Found within your GMS application if submitting in GMS
- If submitting by email or mail, the signature line on your printed application serves as your Application Certification Form and must be signed by a governing authority.
