This article will help break the process down into more manageable steps.<\/p>\n\n\n\n<p class=\"has-text-align-center has-background\" style=\"background-color:#ffecba\"><em><strong>Note: This article only applies to state agencies. For local governments looking to customize their local retention schedules, see <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2020\/05\/customizing-your-local-government-retention-schedule\/\">this article<\/a>.<\/strong><\/em><\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-background has-medium-font-size\" style=\"background-color:#045398\"><strong>Overview<\/strong><\/p>\n\n\n\n<p>First, let&#8217;s look at an overview of the recertification process. \u201c<strong>Recertification<\/strong>\u201d or &#8220;<strong>certification<\/strong>&#8221; is the process of reviewing and updating your agency\u2019s records retention schedule and analysts often call the schedule you\u2019re updating a \u201c<strong>recert<\/strong>\u201d. <\/p>\n\n\n\n<p>Most state agencies recertify their retention schedules every 5 years but check with your <a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/slrm\/state\/agencylist\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/state\/agencylist\" target=\"_blank\">assigned analyst<\/a> if you\u2019re a new agency, because your first two recertifications require shorter review periods. Agencies can also update schedules at any time by submitting an \u201c<strong><a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/slrm\/pubs\/bulletin3#d4\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/pubs\/bulletin3#d4\" target=\"_blank\">amendment<\/a><\/strong>\u201d, but this article focuses on how to <em>recertify <\/em>schedules. Some parts of the process are more cyclical. For example, some very complex or older schedules may require multiple rounds of corrections and sometimes corrections are required after <em>Step 5: Archives Review<\/em>. In any case, when first learning the process it helps to understand those six basic steps, so let&#8217;s look at those steps in more detail:<\/p>\n\n\n\n<h4 class=\"has-white-color has-text-color has-background has-medium-font-size wp-block-heading\" id=\"1-recert-notice-period\" style=\"background-color:#aa1e30\"><strong>1. Recert Notice Period<\/strong><\/h4>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<p><\/p>\n\n\n\n<p>Six months before your recert is due, your analyst will send your agency a recert notice letter and email reminding you of your recert due date. During this 6-month period, you will review and prepare an updated retention schedule for submission. <span style=\"font-size: revert; color: initial;\">You&#8217;ll want to follow the instructions in your <\/span><a rel=\"noreferrer noopener\" style=\"font-size: revert;\" href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/Recertification%20Packet%20for%20RMO.pdf\" target=\"_blank\">Recertification Packet (PDF)<\/a><span style=\"font-size: revert; color: initial;\"> closely and ask your analyst if you have any questions.<\/span> <span style=\"font-size: revert; color: initial;\">See <\/span><em style=\"font-size: revert; color: initial;\">Step 2: Submit Materials<\/em><span style=\"font-size: revert; color: initial;\"> for more details about what to submit.<\/span> <span style=\"font-size: revert; color: initial;\">Bulletin 3 outlines the minimum requirements for recertification in <\/span><a rel=\"noreferrer noopener\" style=\"font-size: revert;\" href=\"https:\/\/www.tsl.texas.gov\/slrm\/pubs\/bulletin3#d5\" target=\"_blank\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/pubs\/bulletin3#d5\">Section 6.5<\/a><span style=\"font-size: revert; color: initial;\"> and we also explain our review criteria in <\/span><em style=\"font-size: revert; color: initial;\">Step 3: Analyst Review.<\/em><span style=\"font-size: revert; color: initial;\"> <\/span> <\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-bottom is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"838\" height=\"484\" src=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_To_do_list_re_9nt7-edited.png\" alt=\"\" class=\"wp-image-16809\" srcset=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_To_do_list_re_9nt7-edited.png 838w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_To_do_list_re_9nt7-edited-300x173.png 300w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_To_do_list_re_9nt7-edited-768x444.png 768w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_To_do_list_re_9nt7-edited-220x126.png 220w\" sizes=\"auto, (max-width: 838px) 100vw, 838px\" \/><\/figure>\n<\/div>\n<\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\"><p>(a) To be a candidate for certification, a records retention schedule must:<\/p><p>(1) list all records series maintained by the state agency, regardless of medium;<\/p><p>(2) indicate whether the records are archival state records or state records that must be reviewed by the state archivist for potential archival value prior to their destruction;<\/p><p>(3) ensure that state records maintained by the state agency listed in the&nbsp;<a href=\"https:\/\/www.tsl.texas.gov\/slrm\/rrs\">Texas State Records Retention Schedule<\/a>&nbsp;or<a href=\"https:\/\/www.tsl.texas.gov\/slrm\/urrs\">&nbsp;Texas State University Records Retention Schedule<\/a>&nbsp;are retained for the minimum periods prescribed in the schedules;<\/p><p>(4) ensure that state records not listed in the&nbsp;<a href=\"https:\/\/www.tsl.texas.gov\/slrm\/rrs\">Texas State Records Retention Schedule<\/a> are kept for a length of time sufficient to meet administrative, legal, fiscal, and archival requirements; and<\/p><p>(5) be submitted in a manner and form prescribed by the state records administrator.<\/p><cite><a href=\"https:\/\/www.tsl.texas.gov\/slrm\/pubs\/bulletin3#d5\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/pubs\/bulletin3#d5\" target=\"_blank\" rel=\"noreferrer noopener\">Bulletin 3: 13 TAC \u00a76.5<\/a><\/cite><\/blockquote>\n<\/div>\n<\/div>\n\n\n\n<h4 class=\"has-white-color has-text-color has-background has-medium-font-size wp-block-heading\" id=\"2-submit-materials\" style=\"background-color:#aa1e30\"><strong>2. Submit Materials <\/strong><\/h4>\n\n\n\n<p>After you&#8217;ve prepared an updated schedule, the next step is to submit your materials. To submit a retention schedule for recertification, email the following files to your assigned analyst:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong><a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/SLR%20105c.pdf\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/SLR%20105c.pdf\" target=\"_blank\">SLR 105C (PDF)<\/a>. <\/strong>The 105C is a cover page for your recertification and is included in your agency&#8217;s <a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/Recertification%20Packet%20for%20RMO.pdf\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/Recertification%20Packet%20for%20RMO.pdf\" target=\"_blank\">Recertification Packet (PDF)<\/a>. <\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li><strong><a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/Blank%20-%20SLR_105.xlsx\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/Blank%20-%20SLR_105.xlsx\" target=\"_blank\">SLR 105 (Excel)<\/a>. <\/strong>This spreadsheet is your agency&#8217;s revised retention schedule\u2014the &#8220;recertification&#8221; or &#8220;recert&#8221;. See <a href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/Instructions%20for%20Completing%20Form%20SLR%20105.pdf\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/state\/forms\/Instructions%20for%20Completing%20Form%20SLR%20105.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Instructions for Completing Form SLR 105 (PDF)<\/a> for more information. <\/li><\/ol>\n\n\n\n<p class=\"has-text-align-center has-background\" style=\"background-color:#ffecba\"><strong>What if you need an extension? <\/strong>If your agency isn\u2019t ready to submit a recert by the deadline, you may request an extension by emailing your analyst. Analysts can issue a maximum of four 3-month extensions.<\/p>\n\n\n\n<h4 class=\"has-white-color has-text-color has-background has-medium-font-size wp-block-heading\" id=\"3-analyst-review\" style=\"background-color:#aa1e30\"><strong>3. Analyst Review<\/strong><\/h4>\n\n\n\n<p>After your analyst receives your recert, we review the submission and write a Review Memo documenting required and suggested revisions. <span style=\"font-size: revert; color: initial;\">\u201c<\/span><strong style=\"font-size: revert; color: initial;\">Required<\/strong><span style=\"font-size: revert; color: initial;\">\u201d revisions are any corrections you\u2019re required to make to your schedule in order for it to be approved.<\/span> <span style=\"font-size: revert; color: initial;\">\u201c<\/span><strong style=\"font-size: revert; color: initial;\">Suggested<\/strong><span style=\"font-size: revert; color: initial;\">\u201d revisions are optional changes you may want to\u2014but are not required to\u2014implement.<\/span> See below for examples of required and suggested revisions:<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<p class=\"has-text-align-center has-white-color has-text-color has-background has-medium-font-size\" style=\"background-color:#c99400\"><strong>Required Revisions<\/strong><\/p>\n\n\n\n<p class=\"has-normal-font-size\"><strong>We won&#8217;t approve your schedule unless:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Retention periods meet or exceed the minimums required by the:<\/strong><ul><li><a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/slrm\/rrs\" target=\"_blank\">State Records Retention Schedule (RRS)<\/a><\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/slrm\/urrs\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/urrs\" target=\"_blank\">University Records Retention Schedule (URRS)<\/a>\u2014<em>Universities only<\/em><\/li><\/ul><\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li><strong>The schedule includes archival codes and state publications depository notes from the RRS and\/or URRS.<\/strong><\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\"><li><strong>Every record series has at least an:<\/strong> <ul><li>AIN (Agency Item Number)<\/li><li>Record Series Title<\/li><li>Retention Period<\/li><\/ul><\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"4\"><li><strong>&#8220;AC&#8221; retention codes are defined in the &#8220;AC Definition&#8221; column. <\/strong><\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"5\"><li><strong><a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2021\/02\/getting-the-most-out-of-your-state-records-retention-schedule-part-ii-ains\/\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2021\/02\/getting-the-most-out-of-your-state-records-retention-schedule-part-ii-ains\/\" target=\"_blank\">AINs<\/a> are unique\/not duplicated across the schedule.<\/strong> \u2014<em>Only required if your agency stores records at our State Records Center<\/em>.<\/li><\/ol>\n\n\n\n<p><\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<p class=\"has-text-align-center has-white-color has-text-color has-background has-medium-font-size\" style=\"background-color:#00ad6e\"><strong>Suggested Revisions<\/strong><\/p>\n\n\n\n<p class=\"has-normal-font-size\"><strong>We&#8217;d be delighted if your schedule also had:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>A description for every series. <\/strong>This is especially helpful for any custom series unique to your agency. <\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li><strong><a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2021\/07\/getting-the-most-out-of-your-state-records-retention-schedule-part-iii-rsins\/\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2021\/07\/getting-the-most-out-of-your-state-records-retention-schedule-part-iii-rsins\/\" target=\"_blank\" rel=\"noreferrer noopener\">Record Series Item Numbers (RSINs)<\/a> which align with the RRS\/URRS or use appropriate stems. <\/strong><\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\"><li><strong>Any abbreviations or acronyms are defined when first used or the schedule includes a supplemental document defining acronyms. <\/strong><\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"4\"><li><strong>An organized <a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2020\/09\/getting-the-most-out-of-your-state-agency-retention-schedule-part-i-structure\/\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2020\/09\/getting-the-most-out-of-your-state-agency-retention-schedule-part-i-structure\/\" target=\"_blank\">structure<\/a>. <\/strong>Schedules can be structured to group records by department, function, etc. <\/li><\/ol>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"840\" height=\"473\" src=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_Working_re_ddwy-edited.png\" alt=\"\" class=\"wp-image-16829\" srcset=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_Working_re_ddwy-edited.png 840w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_Working_re_ddwy-edited-300x169.png 300w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_Working_re_ddwy-edited-768x432.png 768w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2021\/10\/undraw_Working_re_ddwy-edited-460x260.png 460w\" sizes=\"auto, (max-width: 840px) 100vw, 840px\" \/><\/figure>\n<\/div>\n<\/div>\n\n\n\n<h4 class=\"has-white-color has-text-color has-background has-medium-font-size wp-block-heading\" id=\"4-agency-corrections\" style=\"background-color:#aa1e30\"><strong>4. Agency Corrections<\/strong><\/h4>\n\n\n\n<p>After we review your schedule, your analyst will email you their Review Memo requesting any corrections. They may ask you to add series common to state agencies, explain why your agency does not need those series, make required changes related to records management laws or rules, or address any storage concerns if applicable. To move the recert to the next step you&#8217;ll need to:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Make any corrections as needed.<\/strong> <\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li><strong>Leave any feedback for your analyst in the Review Memo\u2019s \u201cRMO Notes\u201d columns.<\/strong> How you fill out those columns is up to you, but you might use the Review Memo to:<ul><li>Note where you&#8217;ve completed a requested change.<\/li><li>Ask your analyst questions or document why you&#8217;re not implementing a requested change. <\/li><\/ul><\/li><\/ol>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\"><li><strong>Return the Review Memo and corrected submission to your analyst. <\/strong><\/li><\/ol>\n\n\n\n<h4 class=\"has-white-color has-text-color has-background has-medium-font-size wp-block-heading\" id=\"5-archives-review-not-required-for-universities\" style=\"background-color:#aa1e30\"><strong>5. Archives Review<\/strong><em>\u2014Not Required for Universities<\/em><\/h4>\n\n\n\n<p>After your analyst approves your corrected recert, they send the recert to our State Archives for their review. Ultimately, the reviewing archivist is concerned with making sure your agency&#8217;s records which have long-term historical value are properly identified on your schedule. They&#8217;ll pay close attention to archival codes and archives notes on your schedule to make sure they&#8217;re appropriate and align with the RRS. The archivist may ask for corrections to your schedule or approve it as is. If corrections are required, your analyst will work with you to update your schedule then send your schedule to Archives for their approval. <\/p>\n\n\n\n<p class=\"has-text-align-center has-background\" style=\"background-color:#ffecba\"><strong>Note: <\/strong>Universities do not require Archives Review because the State Archives does not collect university archival records other than those required by the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/statepubs\/docs\/2020%20ARIS%20TX%20Pubs%20Summary%20FAQ%20%28University%29%20PROOF%2001-08a.pdf\" data-type=\"URL\" data-id=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/statepubs\/docs\/2020%20ARIS%20TX%20Pubs%20Summary%20FAQ%20%28University%29%20PROOF%2001-08a.pdf\" target=\"_blank\">Texas State Publications Depository Program<\/a>.<\/p>\n\n\n\n<h4 class=\"has-white-color has-text-color has-background has-medium-font-size wp-block-heading\" id=\"6-final-approvals\" style=\"background-color:#aa1e30\"><strong>6. Final Approvals<\/strong><\/h4>\n\n\n\n<div class=\"wp-block-columns alignwide is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:63%\">\n<p class=\"has-normal-font-size\">Once an archivist approves your recertification, the schedule goes through its final approvals. Both our agency head and State Records Administrator sign off on the recert.
