{"id":22486,"date":"2025-08-13T08:01:24","date_gmt":"2025-08-13T13:01:24","guid":{"rendered":"https:\/\/www.tsl.texas.gov\/slrm\/blog\/?p=22486"},"modified":"2026-06-08T15:47:53","modified_gmt":"2026-06-08T20:47:53","slug":"the-census-and-local-governments","status":"publish","type":"post","link":"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2025\/08\/the-census-and-local-governments\/","title":{"rendered":"The Census and Local Governments"},"content":{"rendered":"\n<p class=\"has-text-align-left\">When it comes to census records, most Americans are aware the <a href=\"https:\/\/www.census.gov\/programs-surveys\/decennial-census\/decade\/2020\/2020-census-results.html\" data-type=\"link\" data-id=\"https:\/\/www.census.gov\/programs-surveys\/decennial-census\/decade\/2020\/2020-census-results.html\">Census Bureau<\/a> conducts the decennial census count of the population in the United States. This count is mandated by law in the <a href=\"https:\/\/www.census.gov\/programs-surveys\/decennial-census\/about\/census-constitution.html\" data-type=\"link\" data-id=\"https:\/\/www.census.gov\/programs-surveys\/decennial-census\/about\/census-constitution.html\">US Constitution<\/a> as a way to not only count the population, but also to aid in determining governmental representation and the distribution of federal funds to state and local governments.<\/p>\n\n\n\n<p>But what happens once the federal funding has been distributed to the states and local governments? Census data used by all three governmental levels determines how to <a href=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-types-federal-grants-are-made-state-and-local-governments-and-how-do-they-work#:~:text=Many%20federal%20grants%20are%20allocated,have%20greater%20own%2Dsource%20resources.\" data-type=\"link\" data-id=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-types-federal-grants-are-made-state-and-local-governments-and-how-do-they-work#:~:text=Many%20federal%20grants%20are%20allocated,have%20greater%20own%2Dsource%20resources.\">distribute funds<\/a> for infrastructure, education, transportation, healthcare, etc., based on the population numbers from the latest census counts. In light of this, local governments need to determine the contents of these records and their place within the larger framework of the government.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Few records that rely on census data are going to be obvious; they aren&#8217;t going to scream, &#8220;Hey! My data relies on the census!&#8221; For example, looking at <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/localretention\/schedule_gr\" data-type=\"link\" data-id=\"https:\/\/www.tsl.texas.gov\/slrm\/localretention\/schedule_gr\">Schedule GR<\/a> and <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/localretention\/schedule_pw\">Schedule PW<\/a>, you can find records that rely on the census focusing on budgets and reports:<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" state that they rely on census records to quantify their data, the data within them relies on the census to make the determination for fiscal allocation.<\/p>\n\n\n\n<h2 records. A good place to begin an inventory will be with your government identifying the records utilizing census data for studies, reports, and funding. Additionally, your local government will need to keep track of the volume, types, retention periods, and locations of the records.
