But wait! That\u2019s not the whole picture. At the top of <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/localretention\/schedule_gr#p2\">Local Schedule GR, Part 2<\/a>, <strong>note (b)<\/strong> significantly expands the definition of grant records to include \u201cfinancial and programmatic records of grant-funded projects.\u201d<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><\/p>\n<\/div><\/div>\n\n\n\n<h1 class=\"wp-block-heading has-text-align-left\">Decoding Note (b)<\/h1>\n\n\n\n<p>Financial and programmatic records can include accounting, banking, and purchasing records for purchases made with grant funds, payroll records for grant-funded staff, and administrative records for grant-funded projects. For example, if a grant funds a cleanup project, you might be looking at receipts for supplies and equipment, payroll records for project staff, internal reports and milestones, or correspondence about project operations.<\/p>\n\n\n\n<p>How long do you keep these financial and programmatic records? <strong>The short answer<\/strong>: it depends on the grant. The <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/localretention\/schedule_gr#p2\">page-long retention period<\/a> in Schedule GR, Part 2 might look overwhelming at first, but let&#8217;s break it down.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" style=\"font-style:normal;font-weight:700\">Question 1: Is this a subgrant of federal funds?<\/h2>\n\n\n\n<p><em>If not, proceed to the next question.<\/em><\/p>\n\n\n\n<p>If so: Records of projects funded by federal subgrants must be retained by local government subgrantees for <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2020\/08\/how-to-determine-fiscal-year-end-retention-periods\/\">FE + 5 years<\/a>. Local governments should consult with subgrantors to identify potential additional requirements for a particular grant.<\/p>\n\n\n\n<p><strong>Note: <\/strong>This overrides the 3-year retention period for most local governments in GR1025-08(a) and (b).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" style=\"font-style:normal;font-weight:700\">Question 2: How frequently is the grant renewed?<\/h2>\n\n\n\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-ad2f72ca wp-block-group-is-layout-flex\">\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-core-group-is-layout-8cf370e7 wp-block-group-is-layout-flex\">\n<p>For all other grants, the retention period for financial and programmatic records is typically 3 years (ISDs are an exception; see <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/localretention\/schedule_gr#p2\">note (b)(4)<\/a> for more details).<\/p>\n\n\n\n<p><\/p>\n<\/div>\n<\/div>\n\n\n\n<p>But the question is&#8230; 3 years from when?<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Multi-Year Funding Cycles<\/strong>: Submission of the final expenditure report for the last year of the funding cycle.<\/li>\n\n\n\n<li><strong>Quarterly Renewals<\/strong>: Submission of the Q4 expenditure report, using the fiscal year of the grantor.<\/li>\n\n\n\n<li><strong>Other Periodic Renewals (Annual, Semi-Annual, etc.)<\/strong>: Submission of the final expenditure report for the funding cycle.<\/li>\n\n\n\n<li><strong>Non-Renewing<\/strong>: Submission of the final expenditure report.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h1 class=\"wp-block-heading has-text-align-left\">Customization to the Rescue<\/h1>\n\n\n\n<p>Still overwhelmed? That&#8217;s where a <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2020\/05\/customizing-your-local-government-retention-schedule\/\" data-type=\"post\" data-id=\"13082\">custom internal retention schedule<\/a> comes in handy. Custom series are all about what works for you, so we&#8217;ll look at two model governments who went in opposite directions. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" style=\"font-style:normal;font-weight:700\">Simplifying (&#8220;Bucketing&#8221;)<\/h2>\n\n\n\n<p>In this example, the City of Townville has created just two series to capture all their grant records. This is called <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2017\/10\/to-bucket-or-not-to-bucket\/\" data-type=\"post\" data-id=\"9534\">bucketing<\/a>. These series meet the requirements of both the FE + 5 retention period for federal subgrants and the various 3-year retention periods for grants from other sources.
