Designating a Local RMO"},"content":{"rendered":"\n<p>Are you a non-elected local government considering updating your RMO designation? This article will explain your options!<\/p>\n\n\n\n<p class=\"has-cyan-bluish-gray-background-color has-background\"><em><strong>Note:<\/strong> \u201cNon-elected local government\u201d refers to counties, municipalities, ISDs, and other local entities outlined in our article on <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2016\/06\/how-to-determine-local-government-status\/\">local government status<\/a>. This article does not apply to <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2022\/08\/lgra-compliance-defining-elected-county-officials\/\">elected local officials<\/a> or <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/laws-rules#state\">state agencies\/public universities<\/a>.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Two Ways to Designate an RMO<\/h2>\n\n\n\n<p>Every non-elected local government\u2019s <a href=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/2016\/05\/records-management-from-the-top-governing-bodies-and-state-agency-heads\/\">governing body<\/a> has to designate a records management officer (RMO) by either name or position. That designation should then be filed with TSLAC, along with minutes from the meeting at which it was adopted and <a href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/pubs\/SLR504.pdf\">form SLR 504<\/a>.<\/p>\n\n\n\n<p>When designating by name, these steps must be repeated each time the RMO changes. Designating a position can save you some time: as long as the new RMO has the same position as their predecessor, only form SLR 504 needs to be submitted; no further governing body action is needed.<\/p>\n\n\n\n<p>These requirements come from the Local Government Records Act, specifically <a href=\"https:\/\/statutes.capitol.texas.gov\/?tab=1&amp;code=LG&amp;chapter=LG.203&amp;artSec=203.025\" target=\"_blank\" rel=\"noreferrer noopener\">Local Govt. Everybody knows Jane is the go-to person for all things records, so the city council designated her by name in an ordinance:<\/p>\n\n\n\n<pre class=\"wp-block-verse\"><em>Jane Doe shall serve as Records Management Officer for the City of Townville.<\/em><\/pre>\n<\/div><\/div>\n\n\n\n<p>She sent TSLAC the ordinance, minutes from the council meeting, form <a href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/pubs\/SLR508.pdf\">SLR 508: Declaration of Compliance with Local Retention Schedules<\/a>, and form <a href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/pubs\/SLR504.pdf\">SLR 504: Designation of RMO<\/a> with her name and contact information.<\/p>\n\n\n\n<p>But all of a sudden\u2026 Jane gets a job offer! When the next city secretary is hired, the city council must amend the ordinance to designate a new RMO:<\/p>\n\n\n\n<pre class=\"wp-block-verse\"><em>John Smith shall serve as Records Management Officer for the City of Townville.<\/em><\/pre>\n\n\n\n<p>John sends TSLAC the updated ordinance, minutes from the council meeting, and form SLR 504 with his name and contact information.<\/p>\n\n\n\n<p>As you can see, designating the RMO by name means that the city needs to repeat the steps of designating the RMO through governing body action when the RMO is replaced.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Townville ISD: Designation by Position<\/h2>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:35% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"1000\" src=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville-1000x1000.png\" alt=\"Watercolor chalkboard with Townville ISD written in a chalkboard font.\" class=\"wp-image-23277 size-full\" srcset=\"https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville-1000x1000.png 1000w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville-300x300.png 300w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville-150x150.png 150w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville-768x768.png 768w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville-1536x1536.png 1536w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville-50x50.png 50w, https:\/\/www.tsl.texas.gov\/slrm\/blog\/wp-content\/uploads\/2026\/01\/Townville.png 1800w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>Down the road, Townville ISD\u2019s school board has approved a policy that designates a position instead of a name:<\/p>\n\n\n\n<pre class=\"wp-block-verse\"><em>The Superintendent shall serve as Records Management Officer for Townville ISD.<\/em><\/pre>\n<\/div><\/div>\n\n\n\n<p>Mary, the current superintendent, sends TSLAC the approved policy, minutes from the board meeting, form <a href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/pubs\/SLR508.pdf\">SLR 508<\/a>, and form <a href=\"https:\/\/www.tsl.texas.gov\/sites\/default\/files\/public\/tslac\/slrm\/pubs\/SLR504.pdf\">SLR 504<\/a> with her name and contact information.<\/p>\n\n\n\n<p>Some years later, Mary retires. The new superintendent, Bill, sees the approved policy and files form SLR 504 with his name and contact information.
