Conference Information

The Texas State Library and Archives Commission (TSLAC) and the Texas Department of Information Resources (DIR) are pleased to announce a one-day conference for state government officials involved in the management of electronic records. This educational event seeks to improve electronic records management in Texas government through the use of statewide standards and best practices.

As part of TSLAC’s legislative mandate, the Commission partners with the Department of Information Resources to provide training for records management and information technology staff on managing records in an electronic format. Together, records and information technology staff can address the growing and overwhelming issue of the effective management of electronic information including conversion, maintenance, destruction, migration, confidentiality, accessibility, and physical protection.

Speaker Bios

Jesse Wilkins

Jesse Wilkins, a Principal Consultant with Access Sciences Corporation, has worked in the document industry for twelve years as a vendor, user, and consultant. He has worked with public and private sector clients to develop strategies, design processes, and implement systems to manage electronic records, email, ECM, and collaboration tools more effectively.

Jesse is active in industry associations and presently serves on the ARMA International Board of Directors. He has also served as the Chair of the ARMA Technology Advisory Committee and on the AIIM International Board of Directors, the CompTIA CDIA+ Committee, and the TAWPI ICP Blue Ribbon Commission. He has received the AIIM MIT, AIIM LIT, AIIM ERM Master, AIIM ECM Master, Xplor EDP, CompTIA CDIA+, and TAWPI ICP designations.

Dr. Michael Heskett

Dr. Michael Heskett is State Records Administrator and serves also as Director of the State and Local Records Management Division of the Texas State Library and Archives Commission. He joined the commission in 1983 and assumed his present position in April 1998. Prior to that he worked in a variety of capacities with the agency. He was assigned the task of drafting the Local Government Records of 1989 and the modernized state agency records management law in 1997. He is the principal author of the local government records retention schedules issued by the commission, as well as the other administrative rules governing the management and disposition of local government records. He holds a doctorate in history from the University of California.
