Curious about the statewide courier?

The Texas State Library and Archives Commission (TSLAC) contracts with Amigos Library Services to a manage a statewide courier program, TExpress/Trans Amigos Express (TAE), that facilitates the delivery of interlibrary loan items between Texas academic and public libraries. In addition to more than 240 participating libraries in Texas, Oklahoma, and New Mexico, the courier connects to the Mid-America Library Alliance (MALA), MOBIUS consortia, and Kansas Library Express (KLE) courier services, providing access to more than 600 additional libraries in Missouri, Kansas, Arkansas, Illinois, and Iowa for no additional fee. No matter what level of service you choose, you will be able to ship to this extended circle of participating libraries at no extra cost.

TSLAC provides subscription subsidies for eligible TexShare libraries participating in the courier program. Subscription fees and subsidies for FY 2021, September 1, 2020 – August 31, 2021, are (prices will be prorated for joining mid-year):

Texas public libraries using Navigator for interlibrary loan management can have their Navigator Request Engine (NRE) account configured to send borrowing requests strictly to other courier libraries or to courier libraries first and then to non-courier libraries. To set this up, please use the Report a Problem link in NRE and let OCLC know your preference.

Libraries may also ship non-ILL materials through the courier using the appropriate guidelines found here: https://www.amigos.org/node/144

Amigos courier responsibilities:

  • Provide participants with branded shipping bags for packing and transporting materials
  • Provide training resources to participants
  • Provide responsive service to all current and potential participants

Library courier responsibilities:

  • Report monthly shipping and receiving statistics, holiday closures, missing item, and service disruptions to Amigos through their website
  • Subscribe at least one staff member to the Trans Amigos Express/TExpress mailing list by emailing tae@amigos.org with library name and contact information
  • Respond to the annual satisfaction survey sent out by Amigos in June

Statewide Interlibrary Loan : Current Considerations

Libraries are across Texas are in various states of reopening as we adjust—and readjust—to life during the COVID pandemic. During changes to library services related to COVID, it is  a local decision whether and when  your library is ready to borrow and lend materials through ILL.  We hope you find the information below helpful in decision making regarding ILL and other services moving forward:

1, TSLAC has created a tool for libraries to report and view facility openings and service availability, including ILL, in libraries across the state. 2. The REALM project is a research project conducted by OCLC, IMLS, and Battelle focused on how long the COVID-19 virus survives on materials that are prevalent in libraries, archives, and museums. 3. OCLC provides a crowd sourced list and map that includes the ILL borrowing and lending status of participating libraries across the country, and world, here: https://libraries.oclc.org/

4. A new listserv for Navigator ILL users is now available. Any staff that might benefit from Texas ILL news, updates, and/or a place to ask and respond to questions about ILL can register here: https://lists.state.tx.us/mailman/listinfo/navigator-ill (Please check both your inbox and spam/junk folder for your registration confirmation email!)

As your library makes any changes to ILL services, please make sure any updates are reflected in your Navigator NRE account by suspending or unsuspending your library under: Locations—Edit Own—Local Holidays.

Join us on August 6, 2020 for a free virtual conference, with sessions focusing on resource sharing programs from the Texas State Library and Archives Commission. Speakers will present information on statewide interlibrary loan, the TexShare Card program, TexShare Database instruction, and the courier program.

Interlibrary Loan Lending Reimbursement Program and Statistics

As libraries have adjusted and reinvented their services over the last two months, interlibrary loan activity has been put on hold (pun intended!) across Texas and the country. While ILL lending has been suspended of late, TSLAC is still offering lending reimbursements through the FY 2020 ILL Lending Reimbursement Program for lends made during the eligible time period: August 1, 2019 – July 31, 2020. This non-competitive grant program is open in TSLAC’s Grant Management System portal and any Texas Navigator library that provides materials through ILL to fellow Texas Navigator libraries is eligible to participate. I am happy to provide you available statistics, you can also run a report of your library’s lending statistics by month from the Navigator Request Engine (NRE) by following these steps:

  1. Log in to your NRE account
  2. Select Reports from the menu on the left side of the screen
  3. Select Monthly ILL Statistics from the list of Reports
  4. Enter a start date of August 1, 2019 and an end date of current date, click Generate Report
  5. The Responder – Shipped column reflects the lends made to Navigator libraries that are eligible for reimbursement

September 2020: Reimbursement payments dispersed to legal entities (cities, counties, universities).

The ILL lending reimbursement  program is administered by the Texas State Library and Archives Commission (TSLAC) and funded by the federal Library Services and Technology Act (LSTA) through the Institute of Museum and Library Services (IMLS).

FY2019 ILL Lending Reimbursement Program Now Open

While visions of Summer Reading Programs are dancing in your heads, don’t forget summer also means signing up for TSLAC’s annual Interlibrary Loan Lending Reimbursement Program! The deadline to submit your signed Application Certification (Signature) form in the Grant Management System (GMS) is June 27, 2019.

The  ILL Lending Reimbursement Program exists to support and encourage Texas public libraries in statewide resource sharing by reimbursing on a per-lend basis for direct costs associated with ILL including postage, mailing materials, courier fees and staff time. Participating libraries in this year’s program will be eligible to receive a reimbursement of $9.00 for each lend  provided to Texas public libraries through the Navigator system between September 1, 2018 – July 31, 2019.

Last year TSLAC awarded reimbursement payments to 264 Texas libraries as sub awards (or pass through awards) of the Grants to States program from TSLAC’s federal funder, Institute of Museum and Library Services (IMLS).  We would love to make awards to even more libraries this year!

Who is eligible?

Any Texas public library live on Navigator with lending statistics is eligible for this non-competitive grant.
