Texas State Library and Archives Commission Agenda

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items.

The commission may go into executive session on any agenda item, as authorized by the Open Meetings Act, Gov't Code Chapter 551.


  1. Welcome, introductions and general announcements.

  2. Consideration of commemorative resolutions.

  3. Approve minutes of August 7, 2017 commission meeting.

  4. Public Comment.

  5. Conflict of interest disclosures.

  6. Review of consent agenda: non-substantive corrections in other agenda items such as spelling, numbering, punctuation, grammar, or other revisions.

  7. Review and approve the internal audit on Grants Management.

  8. Review and approve the internal audit on TAC 202 compliance.

  9. Review and approve FY 2017 Audit Report.

  10. Review and approve FY 2018 Risk Assessment and Proposed Audit Plan.

  11. Report on current status and future plans for renovation and repair work at the Sam Houston Regional Library and Research Center.

  12. Review and approve the following contracts greater than $100,000, contract renewals, and amendments:

    American Chemical Society, $1,399,511; procurement of SHC Museum lighting $150,000; Preservica renewal $63,097; Texas Facilities Commission extension and increase to $1,070,000.

  13. Report on status of cell tower lease at State Records Center.

  14. Report on new legislation pertaining to agency operations.

  15. Discussion of format and content for February commission meeting.

  16. Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development, Information Resources Technologies, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book). Also includes key meetings and activities, Friends of Libraries & Archives of Texas, and the status of other new or ongoing issues.

  17. Authorization to propose amended rule 13 TAC §7.125(a)(6), regarding local government records retention schedule SD (Records of public school districts).

  18. Review and approve agency rule review timeline.

  19. Authorization to propose amended rule 13 TAC §4.1, including the revised School Library Programs: Standards and Guidelines for Texas.

  20. Review and Approve Rebuilding Texas Libraries grants.

  21. Report on agency financial information.

  22. Executive Session under the Open Meetings Act, Texas Government Code, Chapter 551, including but not limited to §551.089, deliberation regarding security devices or security audits.
