Texas State Library and Archives Commission Agenda

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items.

The commission may go into executive session on any agenda item, as authorized by the Open Meetings Act, Gov't Code Chapter 551.


 

  1. Welcome, introductions, and general announcements.
     
  2. Approve minutes of April 3, 2018 Commission meeting.
  3. Public Comment.

  4. Conflict of interest disclosures.

  5. Review of consent agenda: non-substantive corrections in other agenda items such as spelling, numbering, punctuation, grammar, or other revisions.

  6. Status of 2018 internal audits.

  7. Review and approve acceptance of gifts and grants greater than $500.

    Two gifts for the Talking Book Program: $1,000 from Mrs. Lois Wathen; $500 from Mrs. Dora J. Tickner; and a gift of $5,324 from CCATT Holdings LLC to the State and Local Records Management Division.

  8. Review and approve the following contracts greater than $100,000, contract renewals, and amendments:

    American Chemical Society, $2,162,250.50; Counting Opinions, $152,500; OCLC (WebJunction), $15,450 Urban Libraries Council (EDGE) $80,000; No-cost renewal for TexSelect resource, EBSCO Flipster.

  9. Review and approve Agency Strategic Plan, 2019-2023.

  10. Discussion of 2020-2021 Legislative Appropriation Request.

  11. Discussion of proposed budget for additional FY 2019 federal funds.

  12. Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development, Information Resources Technologies, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book). Also includes key meetings and activities, and the Friends of Libraries & Archives of Texas.

  13. Discussion of future commission meeting dates.

  14. Report on agency needs for records and archives storage space.

  15. Authorization to post rule review pursuant to Tex. Gov’t Code §2001.039 of 13 TAC Chapter 3, State Publications Depository Program; Authorization to repeal 13 TAC §3.4; Authorization to propose amendments to rules 13 TAC §§3.1-.3.

  16. Authorization to post rule review pursuant to Tex. Gov’t Code §2001.039 of 13 TAC Chapter 9, Talking Book Program; Authorization to propose amendments to 13 TAC Chapter 9.

  17. Report on agency expenditures summary.

  18. Executive Session under the Open Meetings Act. The commission may meet in Executive Session on any item listed above if authorized by the Texas Open Meetings Act, Tex. Gov’t Code Ch. 551.
