Texas State Library and Archives Commission Agenda

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items.

The commission may go into executive session on any agenda item, as authorized by the Open Meetings Act, Gov't Code Chapter 551.

 

  1. Oath of office for new or reappointed commissioners.

  2. Welcome, introductions, and general announcements.

  3. Consideration of commemorative resolutions.

  4. Approve minutes of June 3 and 4, 2018 Commission meetings.

  5. Public Comment.

  6. Conflict of interest disclosures.

  7. Review of consent agenda: non-substantive corrections in other agenda items such as spelling, numbering, punctuation, grammar, or other revisions.

  8. Organization of the commission; regarding vice-chairman, subcommittee appointments, and liaison to the Friends of Libraries and Archives of Texas.

  9. Review and approve the following contracts greater than $100,000, contract renewals, and amendments:

    Alliance Work Partners, $6,000; Catapult Systems, $49,915; Data Management, $50,796; Department of Information Resources, $522,802; Enfold Systems, $80,990; ESC 20, $281,377.20; Heritage Quest, $197,670; IndexData LLC, $8,000; OCLC WorldCat and Navigator, $2,189,059.06; Preservica, $75,864; ProQuest, three contracts as follows: Sanborn Maps, $15,525, 20th Century American Poetry, $4,174; 20th Century English Poetry, $9,750; Rupert and Associates, $10,000; SIRSI Corporation, $75,443; Spacesaver Systems, Inc., $65,995; TSLAC (ARIS storage), $175,000;  TEXPress Courier Service not to exceed $150,000; Texas Facilities Commission, $375,000; TIBH, two contracts as follows: $25,000 for mowing at Sam Houston Center and $25,000 for annual destruction; WT Cox Information Services, Inc., $5,000.

  10. Report on Sunset Review.

  11. Approval of Legislative Appropriations Request for FY 2020-2021.

  12. Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development, Information Resources Technologies, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book). Also includes key meetings and activities, and the Friends of Libraries & Archives of Texas.

  13. Discussion of future commission meeting dates.

  14. Authorization to propose rule review pursuant to Tex. Gov’t Code §2001.039 of 13 TAC Chapter 8, TexShare Library Consortium; Authorization to post proposed amendments to 13 TAC §8.1, §8.3, §8.4, and §8.5.

  15. Approval of annual FY 2019 competitive grant awards:

    a. Special Projects Grants

    b. Cooperation Grants

    c. Texas Reads Grants

    d. TexTreasures Grants

    e. Impact Grants

  16. Approval of appointments to Library Systems Act Advisory Board.

  17. Approval of appointments to the TexShare Advisory Board.

  18. Report on agency expenditures summary.

  19. Executive Session under the Open Meetings Act. The commission may meet in Executive Session on any item listed above if authorized by the Texas Open Meetings Act, Tex. Gov’t Code Ch. 551.
