Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the August 3, 2020 meeting of the Texas State Library and Archives Commission will be held by video webinar, as authorized under Texas Government Code §551.127.

When the Commission reaches the public comment item, the Chairperson will recognize you by name and give you an opportunity to speak. All public comments will be limited to 5 minutes.

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items. The commission may go into executive session on any agenda item listed below, as authorized by the Open Meetings Act, Texas Gov't Code, Chapter 551.

 Minutes of June 5, Commission Meeting.
 Minutes of July 20 Commission meeting.
 Presentation of commemorative resolution to Michael C. Waters.

 Public Comment.  Members of the public should state their full name and organization affiliation, if any, before speaking.

 Conflict of interest disclosures.
 Audit status report and approval of 2021-2022 audit plan.
 Review and approve acceptance of a gift of $500 or greater.

$500 gift to the Talking Book Program from a patron.

 Discussion of Archives Strategic Plan.
 Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing,  Library Development, Information Technology Services, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book), and the Texas Library and Archives Foundation.
 Review and approval of proposed collection policy for TexQuest.
 Review and approval of proposed collection policy for E-Read Texas.
Approval of annual FY 2021 competitive grant awards and amendments:

 a. Special Projects Grants
 b. Texas Reads Grants
 c. TexTreasures Grants
 d. Regional Integrated Library System Cooperative Grant

 Approval of appointment to the Library Systems Act Advisory Board.
 Approval of appointments to the TexShare Advisory Board.
 Authorization to post in the Texas Register proposed amendments to 13 TAC 2.116, Uniform Grant Management Standards and 2.119, Multiple Applications, and new rule 2.120, Applicant Eligibility.
  Authorization to post in the Texas Register the adoption of amendments to 13 TAC 7.1 and 7.7 and new 13 TAC 7.10, relating to procedure and standards for transferring title to local historical resources to depositories.
 Authorization to post in the Texas Register the adoption of amendments to 13 TAC 6.1, 6.5, and 6.8 and 13 TAC 7.125(a)(10), Schedule EL.
 Report on agency expenditures summary.
