Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the November 9, 2020 meeting of the Texas State Library and Archives Commission will be held by video meeting, as authorized under Texas Government Code §551.127.

Members of the public will have access and a means to participate in this meeting, by two-way communication. Register for the meeting by visiting https://zoom.us/j/96042278995.

For public participants, please use the "Raise Hand" feature to indicate that wish to speak during the Public Comment portion of the meeting.  You may also email tlash@tsl.texas.gov in advance of the meeting if you would like to provide public comment. When the Commission reaches the public comment item, the Chairperson will recognize you by name and give you an opportunity to speak. All public comments will be limited to 5 minutes.

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items. The commission may go into executive session on any agenda item listed below, as authorized by the Open Meetings Act, Texas Gov't Code, Chapter 551.

Roll call for members and establishment of a quorum.

Minutes of August 3 Commission meeting.

4.

Minutes of September 9 Commission meeting.

5.

Public Comment.  Members of the public should state their full name and organization affiliation, if any, before speaking.

Conflict of interest disclosures.

7.

Audit annual report for 2020 and accept Internal Audit Report Over Public Information Access Requests.

8.

Executive Session.  The Commission will go into Executive Session under the following provisions of the Open Meetings Act:

• Government Code §551.071, Consultation with Attorney:
    • Board member training on governmental law, including board member responsibilities.
    • Consultation with attorney regarding pending or contemplated litigation, settlement offers, and/or legal matters subject to the attorney-client privilege.
• Government Code §551.089, Security Device or Security Audits: Update on Information Technology Security.

Review and approve the following contracts, contract renewals, and amendments.
American Chemical Society, not to exceed $1,508,482.73; Promontory Point Shelving, not to exceed $1,200,000; Texas Facilities Commission (HVAC at the Sam Houston Center), $750,000;

 Report of the Libraries and Talking Book Committee meeting.

11.

 Review and approval of proposed collection policy for TexQuest.

12.

 Review and approval of proposed collection policy for E-Read Texas.

13.

 Review draft outline for TSLAC Security Plan.

14.


 Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development, Information Technology Services, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book), and the Texas Library and Archives Foundation.

 Review and approve Cycle 2 TSLAC CARES Grants.
 
16.
 Review and approve Library Technology Academy Grants.
 
17.
 Correction to FY 2021 Competitive Grants.
 
18.

 Adoption of emergency rule, 13 TAC 1.87, regarding emergency waiver of accreditation criteria.

19.
 Authorization to post in the Texas Register proposal of new rule, 13 TAC 1.87, regarding emergency waiver of accreditation criteria.
 
20.
 Authorization to post in the Texas Register adoption of amendments to 13 TAC 2.116, Uniform Grant Management Standards and 2.119, Multiple Applications, and new rule 2.120, Applicant Eligibility.
 
21.

 Report on agency expenditures summary.

 Future commission meeting dates.
