Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the February 19, 2021 meeting of the Texas State Library and Archives Commission will be held by video meeting, as authorized under Texas Government Code §551.127.

Members of the public will have access and a means to participate in this meeting, by two-way communication. Register for the meeting by visiting https://zoom.us/j/97011541895.

For public participants, please state your wish to speak during the Public Comment portion of the meeting.  You may also email tlash@tsl.texas.gov in advance of the meeting if you would like to provide public comment. When the Commission reaches the public comment item, the Chairperson will recognize you by name and give you an opportunity to speak. All public comments will be limited to 5 minutes.

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items. The commission may go into executive session on any agenda item listed below, as authorized by the Open Meetings Act, Texas Gov't Code, Chapter 551.

Minutes of November 9, 2020 Commission meeting.

Public Comment.  Members of the public should state their full name and organization affiliation, if any, before speaking.

Audit Committee Report.

Report on status of TSLAC security plan.

8.

Review and approve acceptance of gifts and grants over $500.
Three gifts of $500, $1,000 and $2,907.50 to the Talking Book Program. Grant of $35,272 from the National Historical Publications and Records Commission.

Report on status of projects at the Sam Houston Regional Library and Research Center.

10.

 
Review and approve the following contracts, contract renewals, and amendments.
Texas Facilities Commission, four contracts for safety and repair upgrades at the Sam Houston Regional Library and Research Center not to exceed $95,500, $574,891, $262,500, and $94,500.

 Demonstration of E-Read Texas e-book service.

 Legislative session update.

Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development, Information Technology Services, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book), and the Texas Library and Archives Foundation.

 Correction to Cycle 2 TSLAC CARES grants.

 Authorization to post in the Texas Register adoption of new rule, 13 TAC 1.87, Emergency Waiver of Accreditation Criteria.

 Authorization to post in the Texas Register proposal to amend 13 TAC 8.1, TexShare Library Consortium.

 Authorization to post in the Texas Register notice of intention to review 13 TAC Chapter 6, State Records.

 Report on agency expenditures summary.
