In light of Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the June 4, 2021 meeting of the Texas State Library and Archives Commission will be accessible to the public by videoconference, as authorized under Texas Government Code §551.127.

Members of the public will have access and a means to participate in this meeting by two-way communication. Register for the meeting by visiting https://us02web.zoom.us/j/84798961688.

Members of the public may comment on an agenda item or provide public comment during the Public Comment portion of the meeting. You may email tlash@tsl.texas.gov in advance of the meeting if you would like to provide public comment. When the Commission reaches the public comment item, the Chairperson will recognize you by name and give you an opportunity to speak. All public comments will be limited to 5 minutes.

The Library and Archives Commission may deliberate on and/or take action on any of the following agenda items. The commission may go into executive session on any agenda item listed below, as authorized by the Open Meetings Act, Texas Government Code, Chapter 551.

Roll call for members and establishment of a quorum.

Minutes of April 9, 2021 Commission meeting.

Public Comment.  Members of the public should state their full name and organization affiliation, if any, before speaking.

Election of vice-chair.

Review and approve acceptance of gifts and grants over $500.
Grant of $5,000 to the Texas State Library and Archives Commission from the Texas Historical Foundation.
A gift of $500 from Dorothy K. Ledum for the Talking Book Program.

Review and approve the following contracts, contract renewals, and amendments.
Amigos Library Services, $347,025; Caldwell County Chevrolet, $135,000. Disaster recovery equipment for treating wet records, $225,000; OCLC WebJunction, $15,450; Urban Libraries Council/Edge, $80,000.

Report on e-resource procedures and practices.

Report of the Libraries and Talking Book Committee.

Report on Legislative Session.

Report of the Director & Librarian: may include information or updates on agency programs (Talking Book, Library Resource Sharing, Library Development, Information Technology Services, State and Local Records Management, Archives & Information Services, Administrative Services, Communications Office, and Center for the Book), and the Texas Library and Archives Foundation.

Review and approve request for loan of the Meusebach-Comanche Treaty to the Fredericksburg 175th Anniversary Committee for display at the National Museum of the Pacific War, Fredericksburg, Texas.

 Authorization to post in the Texas Register adoption of rule review, 13 TAC Chapter 6, State Records.

 Authorization to post in the Texas Register adoption of amendments to 13 TAC Chapter 8, TexShare Library Consortium, §8.1, Definitions.

 Authorization to post in the Texas Register proposed amendments to Chapter 8, TexShare Library Consortium, §8.1, Definitions, and §8.3,   Consortium Membership and Affiliated Membership.

 Report on agency expenditures summary.

 Future commission meeting dates.

 Executive Session under the Open Meetings Act, Government Code, Chapter 551
  • §551.071: Consultation with and advice from legal counsel regarding any item on this agenda, pending or contemplated litigation, or other legal matters
  • §551.074: Deliberate on the search for and appointment of a Director and Librarian
