service, since I have had the honor to command.

              The impossibility of procuring seamen in this place
must be sufficiently obvious. I would, therefore, respectfully re-
commend, and trust that it will meet the approbation of Congress,
that the Purser (M^r Brannum) and another Officer be dispatched
to New Orleans, where they can obtain efficient men and at low
wages.

              In reference to the last clause in your orders of the
26 instant, I must respectfully request an explanation, as I have
uniformly been induced to believe that a monthly report was
in abstract, and quarterly in detail.
