President Lamar to E.W. Moore, June 1840this Government to avoid all hostilities with the Mexican Govt
until Mr Treat can be heard from, and until you receive
orders from this Government, unless you should be informed
by Mr Treat that his negotiation had failed, and you are
expected to use every precaution to avoid defeating the views
of this Government.

              You will endeavour to ascertain the condition
of the State of Yucatan, and the disposition of those
functionaries administering their Government, whether
friendly or otherwise to us, any manifestations of friendship
from them you will reciprocate.

              In the event of hostilities, such captures as
you may make, you will send into Galveston, or Matagorda
for adjudication as early as convenient.
