Jacob F. Wolters to Governor Sterling, October 14, 1931

Jacob F. Wolters was a major general in the Texas National Guard and headed up the martial law administration of East Texas. He was also the general counsel for the Texas Company (later Texaco). Given his important job with a major company, many independent operators questioned Wolters's ability to be fair in his administration of the law.
