done for the State to pay for it, instead of
keeping a force at ten times cost under pay.
Do whatever you are going to do quietly and
let the thing be put a stop to as soon as pos-
sible, as I have said to you upon your repu-
tation and mine the good and welfare of the
country depend on something being done to
justify the belief of an existing emergency.
If something is not done the people
who have the bill to foot will regard the whole
affair as a humbug gotten up for the benefit
of a few croakers whose wish it is to live from
the public crib and those of us who have
lent a willing ear to reports as miserable
dupes only.
