Governor Neff is third from left in this photo of the first State Park Board. Neff considered creation of the parks system one of his most important achievements. The first park in the system was Mother Neff State Park, originally created by Governor Neff in 1921 after the death of his mother, Mrs. Isabella Eleanor (Mother) Neff. Mrs. Neff had donated six acres of land along the Leon River in 1916.
