This list provides the names of Texas-based Foundations that have provided libraries in Texas with building or renovation funds and of those willing to fund such projects. It is by no means all encompassing, but may serve as a good research starting point. It is imperative to contact the foundation directly for guidelines and deadlines prior to submitting a proposal. Some limitations have been noted. Researching tip: Start with the city nearest to your community, then expand your search area.

USDA Rural Development - Rural Housing Service
The Rural Development Division of the USDA provides a program called the Community Facilities (CF) Direct Loans and Grants.This Community Program administers programs designed to develop essential community facilities for public use in rural areas. These facilities include schools, libraries, childcare, hospitals, medical clinics, assisted living facilities, fire and rescue stations, police stations, community centers, public buildings and transportation. Through its Community Programs, the Department of Agriculture is striving to ensure that such facilities are readily available to all rural communities. Community Programs utilizes three flexible financial tools to achieve this goal: the Community Facilities Guaranteed Loan Program, the Community Facilities Direct Loan Program, and the Community Facilities Grant Program. 512.463.6094The Texas Historical Commission awards grants for preservation projects.These grants pay up to one-half of total project costs to help preserve Texas’ cultural resources. Grant funds are awarded for acquisition, development, planning and education.Project types eligible for grant assistance include:
- Archeological sites
- Commercial buildings
- Public buildings such as schools, city halls, libraries and museums
- Unique historic structures such as bridges, water towers, lighthouses and ships
- Monies for training individuals and organizations about historic resources and preservation techniques
For fiscal year 2004, the THC reviewed more than 70 requests for grants ranging from $5,000 to $30,000. Twenty-seven matching grants totaling $415,000 were awarded.

Kresge Company, now known as Kmart, the Foundation is not affiliated or associated with that or any other corporation or organization.
The Foundation has no predetermined grant budget by category, geography or type of project.
The Foundation is known for making grants for capital projects. However, they believe a challenge grant toward an organization's capital project does more than just build a building or reward good programs. Grants range from $150,000 to $600,000. Lowe's Charitable and Educational Foundation
The Foundation considers large-scale requests and in order to address issues of importance to local communities, looks for support by local store and district management when reviewing proposals. The Foundation provides funding only to 501(c)(3) organizations in cities where Lowe’s operates. It's primary philanthropic focus areas are:
- Education
- Community improvement projects (examples include projects at parks and other public areas, housing for the underprivileged and innovative environmental initiatives)
Due to the large volume of requests, the Foundation is unable to grant every request. Unsolicited requests and proposals not aligned with our focus areas will not receive funding.The Foundation only accepts grant applications submitted via online application.
