Austin, TX – The Office of the Governor has announced the reappointment of Commissioners Arthur T. Mann and Darryl Tocker to the Texas State Library and Archives Commission (TSLAC), effective Friday, Nov. 22.
Both have previously served on the Commission, having been appointed to full terms by Gov. Abbott in June 2018. The Texas State Library and Archives Commission is the governing board of the agency with which it shares a name. The Commission ensures that the agency effectively and conscientiously pursues its mission to provide citizens access to the information they need to lead informed, productive and fulfilled lives. Commissioners serve staggered six-year terms.
“I am delighted with the reappointment of Arthur Mann and Darryl Tocker to the Commission,” said TSLAC Chair Dr. Martha Wong. “Their extensive experience in business, economic development and library services is invaluable, and we are grateful for their continued service, insight and commitment to the people of Texas.”
Arthur Mann of Hillsboro is retired. Previously, he was an administrator of the Hillsboro Economic Development Corporation. He is a board member of the Hill County Go Texas Scholarship Committee and member of the Texas Economic Development Council and Covington United Methodist Church. He is former president of the Hill College Century Club and former volunteer with the Hillsboro Independent School District Education Foundation and the Hillsboro Lions Club. He has served as a gubernatorial appointee on the Texas State Library and Archives Commission since 2018. Mann received a Bachelor of Science in Journalism from Sam Houston State University.

Abbott for my reappointment to serve TSLAC for a second six-year term,” said Mann. “It has been a great honor to serve the citizens of the great state of Texas to preserve and protect the historic records of the state and support libraries of all spectrums. I would also like to thank Sen. Brian Birdwell for his support during the reappointment process.”
Darryl Tocker of Austin is executive director of the Tocker Foundation, which supports rural public libraries. He is a member of the Texas Library Association and Philanthropy Southwest. Additionally, he is a board member of the Texas Book Festival and an advisory board member of The University of Texas at Austin (UT) School of Information and the University of North Texas Libraries. He has served as a gubernatorial appointee on the Texas State Library and Archives Commission since 2018, and he serves as the Commission’s liaison to the Texas Library and Archives Foundation. Tocker received a Bachelor of Business Administration in Accounting from UT Austin.
Mann and Tocker’s terms are set to expire in September 2029.
