TexQuest Electronic Resource Program Authorized Access Acknowledgement

The Texas State Library and Archives Commission (TSLAC) through the TexQuest program provides access to licensed electronic resources to public school districts and open enrollment charter schools. The groups that are eligible for participation in the TexQuest program are listed on the Texas Education Agency’s school and district directory file, accessible at https://tealprod.tea.state.tx.us/Tea.AskTed.Web/Forms/Home.aspx. Participation in the TexQuest program is optional for eligible institutions and requires payment of an annual program membership fee. Payment of the membership fee provides access to the electronic resources, training, and technical support. Public libraries are not eligible to participate in the TexQuest electronic resources program.

Eligible institutions are:

  • Texas K-12 public schools
  • Texas open enrollment charter schools
  • Texas public/K-12 school combination libraries

Each individual participating institution may choose to:

  • enable all or selected electronic resources for their Authorized Users, including educators, students, and students' immediate family members. Authorized Users of participating institutions may access TexQuest resources at school and through remote access.
  • select the specific electronic resources they choose to make available to their Authorized Users. 
  • use curation tools that allow member institutions to respond to community concerns and requests for reconsideration of books, journals, and articles included in the electronic resources. 
  • curate specific content within electronic resources in line with the local institution’s policies and procedures, including suppressing content the member institution does not want to make available to its Authorized Users.

Participating institutions are solely responsible for selection of the specific electronic resources to make available to their Authorized Users through the program.

TSLAC’s contracts with electronic resource vendors include a set of standard Terms and Conditions for TexQuest electronic resources, including the list of Authorized Users by type of institution. Additionally, vendor-specific changes to the TSLAC Terms and Conditions may exist in the full contract between TSLAC and a vendor. By choosing to participate, institutions agree to comply with the terms outlined in TSLAC’s contract with vendors, which are available  on TSLAC’s procurement portal at https://tsl.bonfirehub.com/portal/?tab=publicContracts.

Participating institutions 

  • may not publish their login credentials in any newspaper or other publication except those distributed directly by the institution to its Authorized Users. 
  • may not publish their login credentials on their website, course management system, or library catalog unless access to the credentials is protected by some other form of authentication. 

Failure to abide by these restrictions could result in loss of resources statewide and will result in suspension from the program. Fees will not be refunded.

Participating institutions are responsible for ensuring their participation is authorized by their governing body, if necessary, and complies with any local procedures for parental permission for use.
