The 1980s saw barriers continue to fall for the participation of women and minorities in government. In this photo, Mark White stands with his outgoing general counsel, Myra McDaniel, right, and his incoming general counsel, Leslie Benitez, May 25, 1984. McDaniel also served as Texas secretary of state under White, with the responsibility of overseeing the state's elections.
