Applying for a TSLAC JCLC Scholarship
Step 1: Review the Notice of Funding Opportunity for the New JCLC Scholarship Program
- Inside, you will find information on eligibility requirements as well as instructions for completing and submitting an application.
- While you will need a GMS account to manage your grant should you receive one, you may opt to download, complete, and submit a paper application for consideration. Applicants may request paper copies of materials if necessary due to difficulty using the Internet or other accessibility reasons from staff.
Step 2: Make sure you have an active login for the Grants Management System (GMS).
- If you do not have an account with the Texas State Library & Archives Commission Grants Management System, please contact the TSLAC Grants Team, at grants@tsl.texas.gov.
- TSLAC uses a grant management system (GMS) that enables applicants to apply for grants and scholarships electronically through a web portal at https://grants.tsl.texas.gov. Applications and required documents must be submitted in GMS by the due date in order to be eligible for consideration.
- While you will need a GMS account to manage your scholarship application, you may opt to download, complete, and submit a paper application for consideration. TSLAC JCLC Scholarship Application (.pdf)
Step 3: Review Section C of the Notice of Funding Opportunity for the New JCLC Scholarship Program and create a budget.
- You will be required to submit an estimate of the costs associated with attending JCLC.
- The estimate was developed in accordance with state and federal guidelines as of April 2022.

Step 4: Apply
- Application through the TSLAC Grants Management System (GMS) is preferred. However, you may apply through email or mail by completing this APPLICATION.
- You may write your responses to the scholarship application questions directly into GMS or use a word processing program (Microsoft Word, etc) then copy-paste them into the fields in the GMS.
- Build time into your schedule to collect the appropriate signature on the Grant Application Certification Form. We understand that these signatures may prove difficult to obtain given the present situation. We are willing to work with you if you let us know you may run into difficulties with this task.
Application Components
The scholarship application consists of the following components:
- JCLC 2022 Scholarship Application and personal narrative.
- Detailed information on budget for registration, travel, lodging, and meals.
- Detailed information on personnel who will be attending the conference.
- Application certification form signed by a governing authority. Print out form in GMS, get signatures, then upload in GMS.
- Completed CIPA form.
- Letter(s) of support of participation by a governing authority.
Deadline and Submission
If you are unable to submit your application and/or required documentation via GMS, you may submit documents via mail, e-mail, or fax. Applications must be postmarked by the deadline.
