According to CASAS REVOLT, from The Handbook of Texas Online, On January 22, 1811 Juan Bautista de las Casas and his supporters arrested Governor Manuel Salcedo. The revolutionary government later appointed him ad interim governor of Texas. Casas' government was overthrown in March of 1811, and Salcedo returned to power.

Smith, claiming that there was no quorum present when he was deposed, refused to relinquish the office, and as a result both Smith and Robinson claimed to be governor"
