George W. Hockley, Report on the condition of the Texas Navy, January 1842It is much to be regretted that discontent prevails
amongst the Officers of the Navy in relation to
the relative rank of Lieutenants and other subordinate
officers under the Command of Commodore Moore[.]
[T]hose left out under his organization complain, and
some retained—exhibit alledged [sic] grievances[.] [I]t seems
to me that, in that service as in the organization
of the Army—the same rule should guide—namely
—that when a secretary of the Department or Com-
manding officer is called upon to remodel or
renew the order of service—he should select his
Officers—without regard to previous rank—but a
junior should not be placed over a Senior
Officer[.] The Senior should be deranged [?] or left out
and those retained classed according to merit
and talent—it is a new organization[.]

  Lieut Taylor Commanding the Naval Yard
at Galveston charges Commodore Moore with
“willful falsehoods” and is “compelled to arraign
him” under that charge[.] [T]his I presume will
be a subject of investigation upon the return of
Commodore Moore.

              A copy of a letter received from Geo
Wheelwright, late Commander will accompany
this[.] [I]t will be found a matter entitled to some
consideration.
