This event is organized by the Texas State Library and Archives Commission (TSLAC) and co-sponsored by the Texas Department of Information Resources (DIR) to promote electronic records management in Texas government. The conference gathers records management and information technology staff from the state and local level together to learn from each other by sharing case studies, solutions, best practices, challenges, and lessons learned.

Preserve the Past, Power the Future is the theme of this year’s conference, highlighting the importance of electronic records for Texas government operations now and for the future. Government must preserve records to keep Texans informed about its affairs and official acts while maintaining accurate, accessible data to power informed policy and business decisions. In an increasingly complex digital landscape, managing electronic records effectively is more critical than ever. From ensuring compliance with legal mandates to safeguarding public trust, Texas governments face growing challenges in capturing, storing, using and securing digital information. This conference is your opportunity to learn from peers and experts in records, data, and IT about best practices, resources, and emerging technologies that enhance transparency, accountability, and efficient, data-driven governance.

Design for Adoption: Using Human-centric Design Methodologies to Lead Change

The majority of transformation initiatives fail not because of technology but because transformation leaders fail to engage and enlist the people those technologies are intended to serve. When transformation leaders embrace human-centered design as a transformation principle, they de-risk their projects and achieve better outcomes. Our experienced transformation design leader will introduce the audience to the benefits of human-centered design and how to apply it to their own projects and change management processes.

Cybersecurity in Texas: Evolving Threats, Current Initiatives, and Statewide Coordination

The cybersecurity landscape in Texas is changing: cyber attacks are getting increasingly sophisticated, so our response to them must also expand and evolve. Deputy State of Texas Chief Information Security Officer Jeremy Wilson will provide updates on the state's cybersecurity posture and will discuss developments in the Cybersecurity Incident Response Team (CIRT) and the Regional Security Operations Center (RSOC) initiatives. Attendees will also hear insights into the newly established Texas Cyber Command and its role in advancing coordinated, statewide cyber defense. This session will inform government IT professionals about current risks, response capabilities, and collaborative efforts to safeguard public sector data and systems.

From Policy to Practice — Implementing Microsoft Purview for Statewide Data Governance

This session will explore how Microsoft Purview is being implemented across Texas state agencies to modernize data governance, improve compliance, and streamline records management. Drawing from real-world experience with State of Texas agencies, the panel will walk through the technical, organizational, and policy challenges of deploying Purview in a complex public sector environment. Attendees will gain practical insights into how to align Purview's capabilities with state mandates, as well as managing Record Schedules for their agency using Microsoft Purview.

Texas DMV: Modernizing Records Management for House Bill 718

Lena Roberts, Texas Department of Motor Vehicles; Shawn Deines, Box*

Texas House Bill 718 passed in 2023 with the goal of reducing fraud and crime related to vehicle registrations. The Bill's 3 key measures will:

  1. Eliminate paper-based temporary tags and permits, reducing the risk of forgery
  2. Require metal plates be issued at time of sale
  3. Mandate the use of a webDEALER portal for processing new titles and registrations electronically

As part of HB 718 planning, the agency recognized the need to overhaul their records management practices with a modern, scalable Enterprise Content Management platform as the backend of webDEALER. This required a legacy system migration from on-premise to the cloud, a data identification exercise to apply appropriate records retention policies to over 100 million records, and assessment of what can be disposed of appropriately. As part of this modernization effort, Texas DMV now intakes around 20,000 new vehicle title documents each day into Box and saves up to 78% in annual storage costs. During this session, attendees will hear about best practices for:

  • Overhauling records management at agency-scale
  • Decommissioning a system where "we've kept everything forever"
  • Leadership approaches in transitioning to new systems

Navigating the Currents of Change: An Austin Water Success Story in Building a Strong CRM Foundation

Austin Water is undertaking an enterprise-wide Salesforce implementation in partnership with CGI. This session will reveal how Austin Water enhances customer experience via interoperability of system applications and work groups; the benefits of reusable, shared data in Salesforce; and share strategies on overcoming resistance to change and gaining leadership buy-in. Join us to learn how Austin Water is building a strong CRM foundation.

Records Management, Privacy, & You: Why RMOs are the Real Privacy Heroes

This presentation will provide why, from the perspective of a Privacy Officer, a Records Management Officer is actually an agency’s best asset in protecting agency data privacy. The presentation will initially discuss the privacy dangers that can cause confidential agency data to escape the bounds of an agency, before delving into the legal ramifications for agencies and employees of those dangers. The presentation will conclude by discussing the basic principles of data privacy and how, by performing their records management duties, Records Management Officers are also forming the backbone of data privacy protection.

From ROT to Results: How TRA Scaled File Cleanup and IG Success

Unstructured content sprawl has become one of the biggest threats to effective information governance. The Texas River Authority (TRA) faced this challenge head-on with a practical, defensible approach to identifying and eliminating redundant, obsolete, and trivial (ROT) data across its file shares and unstructured systems. In this session, we will walk through the real-world methodology TRA used with Gimmal Discover to scan, classify, and clean up legacy content at scale, while building trust, driving adoption, and maintaining compliance throughout the process. From project planning to stakeholder engagement, we will share how TRA navigated the technical and human sides of IG modernization. Attendees will learn:

  • A proven framework for identifying and remediating ROT in shared drives and legacy systems
  • How to use metadata, usage patterns, and defensible classification to drive action

Today is the Future's Past: Challenges of Managing Records with Long Retentions

This session will share three different approaches to managing records with long retention periods (40+ years) and the unique challenges of preserving and providing access to records that extend beyond any single employee. Presenters from the Texas Parks and Wildlife Department, the Department Family and Protective Services, and the Employee Retirement System will share strategies for managing long-term records, considerations for working with vendors, advocacy for resources, and common challenges around maintaining access to records when technology changes.

Implementing an Electronic Messaging Policy

In January 2025, TRS implemented an electronic messaging policy that automated retention of emails and Microsoft Teams chats in the agency. This presentation is a case study on the multi-year effort to implement this policy. Topics will cover: technical elements of policy implementation using Microsoft Purview, efforts to gain executive and agency backing of the policy, the extensive change management efforts deployed, TRS' training methods and best practices for email management, TRS's approach to capturing email records and lessons learned after deployment.

AI, But Make It Useful

Tina Gibeson and Ashley Brassette, Access Sciences Corporation*

Everyone wants to use AI, but defining a meaningful AI use case is often the hardest part of getting started. Without a clear understanding of what problem AI is actually intended to solve, it is easy to get caught between hype, vendor promises, and vaguely defined project scopes with no meaningful path forward. This interactive workshop equips participants with the tools and frameworks needed to identify AI use cases rooted in real business needs and data realities. Grounded in current trends and real-world examples, we'll explore the types of AI most relevant to Records and Information Management (RIM) and take a closer look at when AI is (or isn't) the best tool to use, including learning to distinguish when to use automation or true AI applications.

Brady K. Cox

Brady is a Lecturer in the School of Information (iSchool) at The University of Texas at Austin (UT), and the Records & Data Management Officer at the Public Utility Commission of Texas (PUC). He has a Master of Science in Information Studies (MSIS) from UT, and an MA and BA from Abilene Christian University (ACU). Prior to working for the PUC, Brady worked in archives and records management at ACU, UT, Texas State Library and Archives Commission (TSLAC), and the Electric Reliability Council of Texas (ERCOT). He currently serves as the At-Large Board Member for the National Association of Government Archives and Records Administrators (NAGARA).

Ashley Crutchfield, Associate General Counsel and Privacy Attorney

Texas Department of Motor Vehicles

Ashley Crutchfield is an Associate General Counsel at the Texas Department of Motor Vehicles (TxDMV) and serves as TxDMV’s Privacy Attorney. Ashley is a Certified Information Privacy Professional/United States (CIPP/US) and a member of the Texas Bar College. Before joining TxDMV, she worked at the Texas Department of Banking on issues surrounding cryptocurrency. Additionally, she has worked at several other state agencies, including the Texas Attorney General’s Office and Texas Legislative Council. Ashley received her B.A. from the University of Texas and her J.D. from Boston University.

Nish Dani, Senior Technical Program Manager

Nish Dani is a Senior Technical Program Manager with deep expertise in Enterprise Content Management (ECM), Records Management, and Business Process Management. He has successfully led complex ECM projects and system migrations for Federal, State, and Local Government agencies. With a strong background in technical architecture and operational planning, Nish designs and implements scalable solutions that align with existing infrastructure and business goals. He has provided pre-sales support, overseen public sector deployments, and managed full-cycle application rollouts—both technically and functionally. His work also includes tailoring packaged software to meet specific business process requirements.

Tony DiCuffa, Senior Solutions Consultant

Tony spent the first 23 years of his career as a technical architect serving the Public Sector, primarily state and local governments. He has designed, built, and supported some of the largest systems in this space, across a wide array of governmental industries. Tony used this knowledge to design several technology products that are in use in many states. Tony has spent the last few years focused on a problem that continues to challenge many state and local governments: digitizing the paper and signature process. Today, Tony’s primary goal is to help his customers eliminate the cost, hassle, and environmental effects of dealing with paper.

Sean Duffy, Account Executive

Sean has over 15 years of enterprise software experience and has been in the Salesforce ecosystem for over 5 years. He lives in McKinney, TX, and is currently responsible for the Central TX Local Government business at Salesforce. He has been working with Austin Water over the past year to find ways to use Salesforce to improve the citizen and employee experience.

Tina Gibeson, Ph.D., CRM, IGP, Director of Consulting Services

Tina Gibeson, PhD, CRM, IGP has worked with state agencies and government records through various roles (from records analyst to project manager) for over 10 years. She has demonstrated expertise in records lifecycle management, procedure and retention schedule development, as well as training and change management. She now serves as the Director of Consulting Services at Access Sciences Corporation, working with organizations across a variety of industries to develop sound records and information management programs and implement information governance initiatives. Tina gives back to her local community as a student mentor and adjunct faculty for the LSU School of Information Studies, as well as serving on her local ARMA chapter board.

Russell Haddock, Enterprise Account Executive

Russell Haddock is an Enterprise Account Executive at MCCi with over two decades of experience helping government agencies boldly go where few have gone before — into the galaxy of automation, innovation, and smarter digital strategies.

A proud Baylor grad and former IT Project Manager for a North Texas city, Russell now partners with public-sector teams across the country to modernize operations, strengthen governance, and occasionally make IT and Records folks laugh in the same room (no small feat).

Known for his lively, story-driven speaking style, Russell mixes real-world lessons with humor, pop-culture references, and the occasional dad joke. When he’s not championing efficiency and cloud strategy, you’ll find him behind a camera, quoting Star Wars, or trying to convince his wife and adult kids that his puns are “character-building.”

John Neumann, Ph.D. is and Associate Professor of Practice and Director of the Capstone program at the UT- Austin School of Information. John joined UT - Austin after a long career in UX and Product Development working with firms including Dell, USAA, IBM, Cigna Group, Visa, and Trustly, Inc. He authored the first dedicated Accessibility course in Texas and serves on the AccessU Advisory Board for Knowbility.org. His next project is focused on adding Human Factors and Behavioral Science curriculum to the iSchool.

Jonathan Orenstein, IT Manager

Jonathan Orenstein has been working at Austin Water since early 2015, redesigning business processes within its Customer Services division and now in the IT Services division. His leadership at Austin Water includes managing the Utility Permitting Office and improving its relationship with the developers and plumbing companies in Austin; he managed the Customer Services division for five years, improving bill adjustment processes, customer relations, and installing and maintaining its water/wastewater customer portal to alert customers of water usage, potential leaks, and high bills, along with emergency notifications of water quality issues. His career experience in IT Services has helped to improve vendor and stakeholder relations regarding Software as a Service products employed by Austin Water. He currently manages a team of business process-focused individuals that oversee the implementation, development, and maintenance of high-profile SaaS products including Salesforce, SharePoint, Hach WIMS, Clinisys LIMS, DocuWare, Box, and AclaraOne.

Kate Reagor, Senior Data Analyst

Kate Reagor serves as Senior Data Analyst at the Sunset Advisory Commission. Her role involves evaluating state agencies’ data practices, doing deep-dive analyses into agency data, and bringing large statewide datasets together to explore and discover new insights. Nearly two decades of state service across all three branches of government and at all levels of technical complexity has given her a broad perspective on state data and data systems. She has a particular passion for identifying and organizing state data to find connections and improve data practices and efficiency.

Kate holds a Bachelor of Arts in English from The University of Louisiana at Lafayette and a Master of Science in Information Studies from the University of Texas at Austin. She has previously worked at the Texas State Library and Archives Commission, the State Auditor's Office, and the Office of Court Administration.

Anna Reznik, Archivist/Records Analyst

Since 2021, Anna Reznik has served as the lead facilities archivist and records analyst for the Infrastructure Division at Texas Parks and Wildlife Department. She provides records management and archives guidance for division staff and oversees the overall management of information systems and records in paper and electronic form. Records managed consist of architectural plans, engineering reports, surveys, and the like, primarily dating from the 1960s to present. Anna holds a Master of Arts in Public History degree from Colorado State University as well as a Master of Library and Information Science from Kent State University. Prior to her current position, she worked in government archives (at all levels), business archives, and museums. She is active in the Design Records Section of the Society of American Archivists.

Claire Ridley, CRM, Records Management Analyst

Claire Ridley is a Records Analyst at the Teacher Retirement System of Texas and is a Certified Records Manager. Her experience at TRS has given her a breadth of RIM experience including MS Purview implementation, using change management strategies, and retention schedule management. Lena Roberts is an Associate General Counsel at the Texas Department of Motor Vehicles (TxDMV) and serves as TxDMV’s Records Management Officer and Public Information Coordinator and Compliance Officer. Lena is a past Chair of the State Agency Coordinating Committee Records and Information Management Subcommittee (SACCRIM). Lena is also a veteran eRecords presenter: She participated in a panel presentation at the 2021 eRecords Conference with fellow SACCRIM members regarding records management in a hybrid workforce after remote work became the standard during the COVID pandemic, and participated in a panel presentation at the 2024 eRecords Conference with TxDMV’s Data Management Officer (DMO) and Privacy Officer (PO) regarding collaboration and cooperation between RMOs, DMOs, and POs after new legislation required each state agency to designate a DMO to coordinate with their RMOs on records and data management practices. Before joining TxDMV, Lena worked at the Texas Commission on Environmental Quality for 17 years as an enforcement attorney, agenda coordinator, and public information attorney. Lena received her B.A. in Political Science from the University of Oklahoma and her J.D. from Texas Tech University.

John D. Rokenbrod, Software and Records Analyst, Records Management Officer, and Public Information Coordinator

John Rokenbrod has spent 30 years using technology to make his work easier, beginning as a high school teacher when he scrapped his overhead projector pens for a laptop computer and an early projection screen, through his many years as a school principal and assistant principal, and through his varied central office roles in public relations, testing, and of course, technology. He now serves as the Software & Records Analyst, Records Management Officer, and Public Information Coordinator for Bryan Independent School District in Bryan, Texas. In these roles, he is the district’s Laserfiche system administrator, supervises all district records, answers subpoenas issued for district records and court orders to seal juvenile records, and manages all requests for public information received by the district. He received Laserfiche's 2022 Tom Wayman Leadership Award, was Laserfiche’s 2018 K-12 Education Influencer of the Year, and has given multiple presentations on digital transformation and records management in Texas, out of state, and online.

He serves as the Software & Records Analyst, Records Management Officer, and Public Information Coordinator with Bryan Independent School District in Bryan, Texas. In these roles, he serves as the district’s Laserfiche system administrator, supervises all district records, holds the primary responsibility for answering subpoenas issued for district records and court orders to seal juvenile records, and manages all requests for public information received by the district.

John previously served as an elementary school principal; high school principal; and central office administrator overseeing, testing, technology, and public relations. He is a proud Virginia Tech Hokie (except during recent football seasons) and Virginia Commonwealth University (VCU) Ram.

Jeremy Wilson is a CISSP, CISM, CRISC, and Security+ certified cybersecurity leader with 26 years of security and leadership experience, including 11 years with the State of Texas. As Deputy CISO for Security Operations at the Texas Department of Information Resources (DIR), he oversees statewide cyber defense efforts, incident response, and threat intelligence operations.

Jeremy spearheaded the Texas Regional Security Operations Center (RSOC) program, launching RSOCs at Angelo State University, the University of Texas at Austin, and the University of Texas Rio Grande Valley, with plans for further expansion. He also established and leads the Texas Cybersecurity Incident Response Team (CIRT), responsible for cyber incident response, playbook development, cybersecurity exercises, and proactive threat intelligence across the state. Additionally, he manages DIR’s 100+ member Volunteer Incident Response Team (VIRT), supporting Texas’ response to major cyber incidents.

A governance and risk management expert, Jeremy has extensive experience with NIST, COBIT, ISO 27001, and TAC 202. He actively collaborates with federal agencies, private sector partners, and legislators to enhance Texas’ cybersecurity strategy and resilience.

Jeremy is a retired U.S. Army Major and Operation Iraqi Freedom III veteran, having served as an Airborne Ranger in the 75th Ranger Regiment. In his final military role, he was a Cyber Fusion Watch Officer at USINDOPACOM in Hawaii. A recognized cybersecurity strategist, Jeremy is committed to mentoring future leaders, strengthening Texas’ cyber defenses, and driving national cybersecurity collaboration.
