ABOUT
Compliance to Intelligence is the theme of the 2026 e-Records Conference, reflecting how Texas governments are shifting from traditional electronic records management toward enterprise-wide information intelligence. As data volumes grow and digital services expand, governments must not only meet statutory requirements but also unlock the strategic value hidden within their information ecosystems. Today’s landscape demands integrated approaches that blend records management, data governance, cybersecurity, privacy, and artificial intelligence to strengthen trust, improve decision making, and enhance public service. This conference is your opportunity to learn from leaders in records, data, and IT about practical strategies, emerging technologies, and responsible frameworks that turn compliance obligations into actionable, organization wide insight.

Hosted by TSLAC and DIR, this one-day conference brings together records, IT, legal, and data professionals to share real-world strategies and solutions.
What we’re looking for
We welcome proposals from state and local government, universities, vendors, and subject matter experts. Competitive sessions will:
- Deliver practical, applicable takeaways
- Demonstrate real-world implementation
- Align with this year’s theme
⭐ Priority: 75‑minute interactive workshops (hands-on, case-based, or guided exercises)
Topics of interest
- Compliance foundations
- Platforms and implementation (e.g., Microsoft 365)
- Intelligence and modernization (data, analytics, AI)
- People and program maturity
Special consideration will be given to workshops, case studies, vendor–government collaborations, local government perspectives, and AI or Purview implementations. For more information about the topics, see the proposal submission form.

The Texas State Library and Archives Commission (TSLAC) ensures Texans have robust access to information and resources they need to live informed, productive, and enriched lives. TSLAC has been serving the people of Texas for more than a century. Since 1909, when the state founded the agency, we have been supporting the reading, learning, and historical preservation needs of Texas and its people.
We accomplish this mission through four main areas: archives and history; libraries and learning; reading services for Texans with disabilities; and access to public records. Through our State and Local Records Management (SLRM) Division, TSLAC provides an infrastructure for managing Texas government records. We offer services in every county in Texas and almost all communities. This includes more than 10,000 units of local government and 150 state agencies.
SLRM assists state and local officials with training, resources, guidelines, and consultation to ensure that public information is stored, retained, and made accessible. Our staff consult with local and state government records officials in the development and implementation of effective records and information management programs to ensure efficiency and cost-effectiveness. SLRM provides records storage, digital imaging, and disaster recovery services to ensure Texas public information can remain accessible and useful for the future.
We live in an information-based economy, and the continued success of the state depends on the access to information that is provided through these four programs for virtually every citizen in the state of Texas regardless of age, geographic location, or ability.
TSLAC offers the following services: State Record Center storage services and Imaging.
