PRESENTATIONS

Welcome

Texas Department of Information Resources and Texas State Library and Archives Commission

Opening remarks and thank you from agencies' executive leadership.

Ethical Use of AI (tentative)

Elsa Treviño Dominguez, Texas State Library and Archives Commission

(tentative) This opening session explores how public-service values such as privacy, equitable access, transparency, accountability, and information integrity can guide government’s use of artificial intelligence. It considers the responsibilities public institutions face when deciding how, when, and whether to use AI while maintaining public trust and protecting individual rights and government information.

4 Pillars to Compliance: Building Beyond the Policy Foundation

Jenny Alexander, The University of Texas at Austin

For most people outside of RIM, the most intimidating part is learning to navigate records management policy and records retention schedules. But for RIM professionals, often the real challenges start with what comes next: How do you get people to actually manage their records? And how can you know if they're doing it?

In this session, Jenny Alexander, Director of Records and Information Management Services (RIMS) at the University of Texas at Austin (UTA), will share the University's current roadmap for raising the bar on records and information management compliance. The UTA RIMS roadmap aims for a holistic approach and focuses on four key areas of development: relationships, training, inventory, and monitoring. For each area, the speaker will talk about challenges, successes, and future goals, with actionable recommendations for how to pursue similar efforts at your own organization.

The Texas Digital Archive: A Decade of Preserving State Records

Brian Thomas and Mark Myers, Texas State Library and Archives Commission

The Texas Digital Archive (TDA) is the official repository for archival electronic records for Texas state government. In 2015 the Texas State Library and Archives Commission (TSLAC) received approximately seven terabytes (TB) of electronic records from the outgoing administration of Texas Governor Rick Perry. This marked the first official transfer of electronic records to TSLAC and was coupled with financial support from the governor's office to establish the TDA. In 2016 TSLAC received an appropriation from the Texas Legislature to continue the development of the TDA. In the 10 years since, the TDA has grown to encompass over 275 TB and 36 million files from over 50 state agencies.

This session will look back at key developments for the evolution of the TDA and its current implementation and will look at the present with current initiatives to continue to make this a valuable resource for Texans. Points will include:

  • Challenges with arrangement and description of records prior to public release;
  • How digitization of analog records fits into the larger scheme of the TDA;
  • Creating a standardized transfer process for all agencies that includes a drag-and-drop option;
  • Demonstrating tools for creating transfer documentation, with live demos and audience interaction;
  • Showing what various record sets and types look like once they have been incorporated into the TDA public access portal; and
  • Current and ongoing projects that can apply to state agencies considering transferring electronic records to TSLAC.

A Plan for All Seasons

Curt Bordelon, Texas Comptroller of Public Accounts; Rick Sanchez, Texas Department of Family and Protective Services

This presentation outlines the process for transferring the records of an abolished agency or committee to the Texas Comptroller of Public Accounts (CPA), emphasizing the importance of proactive planning to ensure compliance with state law. It will highlight a case study from the Texas Department of Family and Protective Services (DFPS), demonstrating how the development of a records liaison network strengthened internal communication and improved the agency's readiness to meet transfer requirements and deadlines. CPA will also share additional case studies from other agencies, illustrating varying levels of preparedness and the lessons learned from different approaches to records transfer planning and execution.

The Spreadsheet That Became Evidence: Why Records Management and Data Governance Need Each Other

Teju Sitaram, Texas Juvenile Justice Department

A practical collaboration model for state agencies managing records, data, reports, retention, and audit readiness.

State agencies manage information across many forms: applications, case files, databases, spreadsheets, dashboards, shared drives, vendor systems, audit materials, and public information responses. A single data point may begin on a form, move through an operational system, appear in a report, support a leadership decision, and later become evidence for compliance, oversight, litigation, audit, or records retention purposes.

This session explores the practical intersection between records management and data governance across the full information lifecycle: capture, classification, use, sharing, reporting, retention, disposition, and defensibility. Rather than treating records management as only a retention function or data governance as only a technology function, the session presents a shared operating model for managing agency information as both an operational asset and an official record.

Participants will learn how Records Management Officers and Data Management Officers can collaborate to clarify ownership, improve data trust, reduce uncontrolled copies and extracts, strengthen access and sharing controls, support retention and disposition decisions, and improve audit readiness. The session will use relevant examples, including lessons from a high-sensitivity agency environment, to show how agencies with different missions, systems, and risk profiles can build a more coordinated and defensible approach to managing information.

Designing a NARA-Compliant Records Management Solution Using Microsoft 365

Mark Trevor and Jose Negrete, Aetos LLC

Modernizing an electronic records management program involves much more than migrating documents from one system to another. The greatest challenges often lie in governance, metadata quality, information architecture, retention planning, and organizational change rather than the migration itself.

Drawing from a real-world enterprise implementation supporting the modernization of a federal contract records management program, this session will share practical lessons learned while designing and implementing a NARA-compliant records management solution using Microsoft 365, SharePoint, Microsoft Purview, and supporting technologies. Rather than focusing on product features, the presentation will examine the planning, governance, and technical decisions that contributed to a successful modernization effort and discuss common pitfalls that can increase project risk.

Attendees will learn why governance should be established before migration begins, how metadata quality directly impacts records management success, why organizations should avoid recreating legacy folder structures, and how phased migration strategies improve adoption while reducing operational disruption. The session will also discuss approaches for managing large volumes of electronic records, preserving critical metadata, automating retention, preparing Microsoft 365 environments for enterprise-scale migrations, and positioning information for future analytics and AI capabilities.

Throughout the presentation, the speakers will share practical examples, lessons learned, and recommendations that organizations of any size can apply to their own electronic records modernization initiatives. Whether planning a new Microsoft 365 implementation, migrating from a legacy records management system, or improving an existing information governance program, attendees will leave with actionable guidance to help reduce risk, improve compliance, and build a sustainable records management foundation that supports the transition from compliance to intelligence.

RIM and AI Tools (tentative)

Brady Cox (Moderator), Public Utility Commission of Texas; Sarah Winsier, Texas Department of Public Safety; Rachael Zipperer, Texas Parks and Wildlife Department; +1 State Agency Panelist (TBD)

I will prepare questions to walk the audience through Sarah Winsier's (DPS) experience implementing AI RIM tool(s) at DPS, and Rachael Zipperer's (TPWD) preparation to work with the TPWD DMO to explore using AI tools for RIM. We may be able to include a third panelist.

Smarter Compliance: An AI-Driven Approach to Records Retention Challenges

Sarah Winsier and Joe Ortega, Texas Department of Public Safety

Traditional electronic records retention schedules are essential for compliance, yet staff across public agencies often find them difficult to navigate. This leads to inconsistent record classification, compliance friction, and delayed decision-making. To address these challenges, our agency developed a specialized internal AI chatbot that ingests retention schedules, interprets complex retention codes, and provides instant, natural-language responses to common employee questions.

This session will walk through the end-to-end journey of transforming static compliance documentation into an interactive, enterprise-wide intelligence tool. We will examine the operational problem, technical architecture, data-governance safeguards, and employee-adoption. Attendees will leave with a practical framework for deploying internal, domain-specific AI assistants that simplify compliance, empower staff, and securely unlock institutional knowledge.

How to Get People to Give a ROT: What Happened When UT Austin Rolled Out Copilot

Elista Street, The University of Texas at Austin

Last year UT Austin rolled out Copilot and Copilot premium to staff and faculty. Among the many lessons learned, there was also a clear opportunity highlighted by this new tool. It sees everything: all the files that people had been hoarding, old drafts, copies with slightly different wording, etc.

Records Managers are often faced with apathy or even anger when suggesting that people get rid of their ROT. With Copilot now pulling up recommendations from a project proposal from 2011, suddenly, people were more open than they'd ever been before.

The deployment of Microsoft Copilot transformed long-ignored records management and information governance conversations into immediate business concerns. Staff suddenly cared about outdated files, forgotten SharePoint sites, files randomly dropped in OneDrive from a chat, and excessive permission sharing. As AI surfaced content across the digital workplace, old files went from forgotten to a nuisance overnight.

This session examines how records managers can use AI adoption as a strategic opportunity to drive governance improvements, reduce ROT, and strengthen information management practices. Through real-world lessons learned, attendees will gain practical strategies for positioning records management as a critical component of organizational AI readiness.

Compliance to Intelligence: Why Change Management Is the Key to Texas Public Sector Modernization

Ronee Jarman and Ruchi Gupta, Infosys Public Services Inc.

As Texas state agencies and local governments shift from basic statutory retention to enterprise-wide data intelligence, projects frequently hit a common roadblock: implementation outpaces adoption. Deploying Microsoft 365, automated disposition workflows, or AI governance platforms does not guarantee success if agency staff continue relying on legacy shared drives and off-system workarounds.

To bridge this gap, organizations must treat change management as a core operational discipline alongside technical delivery. Drawing on public sector transformation insights, including real-world modernizations across state DMVs, municipal services, and public sector organizations, this session demonstrates how to transition from traditional compliance metrics to actionable information intelligence.

Frontline employees, records custodians, and IT staff often resist new electronic records platforms when processes add cognitive friction or disrupt established habits. Attendees will learn how to align Records Management Officers (RMOs), Data Management Officers (DMOs), IT leadership, and legal teams around shared adoption goals.

We will explore practical frameworks for creating a dedicated Change Management Office (CMO), implementing persona-based learning pathways, and leveraging repeatable playbooks to de-risk platform shifts. By embedding structured change management alongside platform implementation, Texas government agencies can lower operational friction, sustain compliance with Texas State Library and Archives Commission (TSLAC) standards, and build the organizational readiness required to leverage AI and advanced analytics effectively.

Adopting M365 for Records Management

Adriano Marini, Cadence Solutions

As public sector organizations continue their digital transformation journey, many are looking to Microsoft 365 as more than just a productivity platform. This session explores how municipalities, government agencies, and public sector organizations can leverage Microsoft 365 to meet records management, governance, compliance, and information lifecycle requirements while enabling modern collaboration. Attendees will learn practical approaches for implementing records management within SharePoint Online, Teams, and Microsoft Purview, balancing regulatory obligations with user adoption. Through real-world examples and lessons learned, this presentation will highlight strategies for reducing information risk, improving access to records, and building a sustainable governance framework that supports both operational efficiency and regulatory compliance.

Don't Start from Scratch: Layering AI Governance on Your Existing Records Management Program

Dee Ortuno, Leticia Brysch, and Alfredo Prieto, City of Friendswood

Most small governments are told they need an "AI policy," as if AI governance were a standalone project. The City of Friendswood took a different approach: before it could govern AI, it first had to understand how it governs the information AI touches. The City developed its Data, Information, Records, and Management Systems (DIRMS) Policy to expand its records-centered program into a broader Information Assets Management framework. This gave Friendswood a place to layer its AI governance in alignment with the NIST AI Risk Management Framework and TRAIGA. It's enforced not on the honor system but through an in-house network sensor that detects AI activity.

This workshop tells the full project story in three voices: City Management, Records Management, and IT. We will discuss why the City chose to govern its information assets first; how records management practices became the load-bearing structure for AI governance; and how that choice looks from the office responsible for the program. From the IT side, we'll hear from who implemented the AI Rule, the network monitoring that enforces it, and the first months of live operation. We share what worked, what had to be rewritten, and what remains unfinished.

Participants then spend the heart of the session on a guided exercise: using an eight-step implementation framework (Policy, Mapping, Deployment, End Users, Controls, Training, Accountability, Measurement/Oversight) crosswalked to the four NIST AI RMF functions. They list their own organization's existing governance assets (policies/rules), map them to the framework, and mark each as green (have it), yellow (partial), or red (gap). The session closes with table report-backs and a facilitated peer exchange about what other Texas organizations are doing and planning. Participants leave with a completed self-assessment worksheet, a gap list, and templates drawn from Friendswood's instruments to take back to their organizations.

From Custodians to Strategists: Building RIM's Role in AI Governance

Dr. Barry Primes, Harris Central Appraisal District

Artificial intelligence is changing how government organizations create, use, summarize, classify, retain, and dispose of information. Yet Records and Information Management professionals are often brought into AI initiatives only after systems have been selected, workflows have been implemented, or governance concerns have emerged.

Based on the findings of the doctoral Capstone study, From Custodians to Strategists: Repositioning Records and Information Management in the Era of AI, this interactive workshop examines the leadership behaviors and organizational conditions that influence whether RIM professionals are meaningfully integrated into AI governance and decision-making.

Participants will explore five research-informed areas: leadership legitimization, organizational readiness, documentation and traceability, cross-functional collaboration, and the evolving strategic role of RIM. Working through realistic government AI scenarios, participants will identify records risks, map lifecycle controls to AI workflows, evaluate their organization's readiness, and develop a practical action plan for strengthening RIM's role in AI governance.

Although the original study involved RIM professionals from data-intensive, regulated, for-profit organizations, the workshop translates the findings into practical applications for Texas state agencies, universities, and local governments. Participants will leave with tools to initiate governance conversations, improve AI documentation and accountability, and reposition RIM as a strategic partner in responsible AI adoption.

Six Systems, Six Partnerships: Tearing Down Silos to Modernize a Records Program

Kelly Murphy, Trinity River Authority of Texas

Records programs are usually sold as compliance obligations and staffed as one-person operations. Neither condition tends to produce change. Over a relatively short tenure, our organization has improved its records management initiative through six enterprise system efforts: a new risk management information system, an HR platform expansion, a public records request system, board agenda and meeting management, an AI pilot, and an in-progress records management software replacement. Not one of them was a records project. Every one of them was a records project.

Across all six, the same thing changed: departments stopped choosing systems alone. Legal brought us into the public information request workflow. We worked with HR and with Risk Management for their upgrades. Every department has a stake in agenda management. IT needed records input on AI governance before anyone has all the answers.

This workshop shares how collaboration, not compliance, is the key to stakeholder buy-in. Participants will map their organization's systems of record against who actually chose and owns them, identify the department they have the least contact with and the most exposure through, and draft an approach to improve that line of communication.

This year's theme is Compliance to Intelligence, which is more relevant than ever with our multiple departments and multiple systems. Compliance is only the beginning. This workshop will be a great way for participants to take that next step forward.

From Chatbot to Coworker: Build a Governed Public Records Workflow

Ravindra Kumar, BuzzClan; +1 Texas Government Partner (TBD)

Everyone is talking about AI for records, but a chatbot only answers questions. It doesn't do the work, and it keeps no defensible record of what it did. In this hands-on lab, you'll build the alternative: a governed, agentic workflow that receives a public information request, searches authoritative records, drafts a response, and delivers it, with a required human approval gate and a complete audit trail at every step.

Working in small groups at laptops we provide, you'll configure and run a real workflow using Jira Service Management (intake, queues, and the Texas Public Information Act's statutory clock), an AI agent (classification, records search, and drafting), and an authoritative records repository. You won't watch a demo. You'll build it, run a sample vendor-contract request end to end, trigger the approval gate yourself, and inspect the audit trail you generated.

Because a workflow like this only works when records and data teams co-own it, the exercise is structured around RMO-DMO collaboration: groups divide the guardrails, decide who owns classification, retention, PII, and disclosure, and negotiate the handoffs where those responsibilities meet. You'll leave able to explain where AI accelerates a records process, where a human must stay in control, and how to prove it after the fact.

No AI or technical background required; no personal laptop needed. Sessions use a sample request only, with no agency data. The pattern extends beyond public records to permits, grants, casework, and compliance responses, so you'll take home an approach your agency can reuse.

Rannsolve Inc. is an AI and intelligent automation company that provides specialized document processing, data digitization, and workflow automation solutions tailored for local, county, and state government agencies. The company helps public sector organizations eliminate manual data entry, secure legacy records, and optimize citizen service delivery.

The Modern Data Company Public Sector helps federal, state, local, education, and defense organizations unlock the full value of their data without disrupting the systems they already rely on. Our mission is to accelerate mission outcomes by making data easier to discover, govern, share, and activate for analytics, automation, and artificial intelligence (AI). At the core of our approach is DataOS®, an enterprise data operating platform that connects data across existing environments, whether on-premises, in the cloud, or across multiple agencies, without requiring costly rip-and-replace modernization projects. DataOS transforms fragmented information into trusted, governed, reusable data products that can be securely consumed by users, applications, analytics platforms, and AI initiatives.

Public sector organizations face increasing pressure to improve decision-making, strengthen cybersecurity, comply with evolving governance requirements, and deliver better services to citizens while operating within constrained budgets. DataOS addresses these challenges by providing a unified data foundation with governance, lineage, metadata management, policy enforcement, and secure data sharing built into the platform. This enables agencies to reduce data silos, improve collaboration, accelerate time-to-value, and confidently scale AI and advanced analytics initiatives. Unlike traditional data integration solutions, DataOS works with an agency's existing technology investments, including cloud platforms, data lakes, data warehouses, and enterprise applications. Organizations can begin with a single high-value mission challenge, demonstrate measurable results in weeks, and expand incrementally across departments and partner agencies as needs evolve.

The Modern Data Company Public Sector also works closely with leading government technology partners, systems integrators, and contract providers to simplify acquisition and deployment while supporting agencies throughout their modernization journey. Whether the objective is improving operational awareness, enabling secure cross-agency data collaboration, supporting mission-critical decision-making, or preparing data for AI, The Modern Data Company Public Sector provides a practical, governed, and scalable path from fragmented data to mission-ready intelligence.

One mission-critical data challenge. One trusted data foundation. Unlimited mission possibilities.

The Texas State Library and Archives Commission (TSLAC) ensures Texans have robust access to information and resources they need to live informed, productive, and enriched lives. TSLAC has been serving the people of Texas for more than a century. Since 1909, when the state founded the agency, we have been supporting the reading, learning, and historical preservation needs of Texas and its people.

We accomplish this mission through four main areas: archives and history; libraries and learning; reading services for Texans with disabilities; and access to public records. Through our State and Local Records Management (SLRM) Division, TSLAC provides an infrastructure for managing Texas government records. We offer services in every county in Texas and almost all communities. This includes more than 10,000 units of local government and 150 state agencies.

SLRM assists state and local officials with training, resources, guidelines, and consultation to ensure that public information is stored, retained, and made accessible. Our staff consult with local and state government records officials in the development and implementation of effective records and information management programs to ensure efficiency and cost-effectiveness. SLRM provides records storage, digital imaging, and disaster recovery services to ensure Texas public information can remain accessible and useful for the future.

We live in an information-based economy, and the continued success of the state depends on the access to information that is provided through these four programs for virtually every citizen in the state of Texas regardless of age, geographic location, or ability.

TSLAC offers the following services: State Record Center storage services and Imaging.

EXHIBITOR AND SPONSOR REGISTRATION

This popular annual conference provides an excellent opportunity for your company to meet decision-makers from Texas government interested in the management of electronic records. Vendors with services and products related to electronic records and data management are invited to exhibit. The exhibit area features tabletop displays rather than large tradeshow-style booths, making for an easy set up appreciated by past exhibitors. In addition to exhibitor tables, this year you can sponsor breakfast or lunch, host the Lunch and Learn, or lead a Thought Leader session to showcase your expertise and engage more directly with attendees.

Don’t miss this unique opportunity to meet public sector decision-makers and showcase your offerings. Space is limited, so register early! Exhibitor tables are sold out. Please see the Breakfast and Lunch Sponsorship sections for information about remaining table opportunities.
