E-Read Texas - Join

E-Read Texas brings electronic books and audiobooks to Texans served by small community libraries in all parts of the state. E-Read Texas provides over 20,000 downloadable e-books and audiobooks and a mobile e-reader application that make it possible for all Texans served by public libraries to access e-books.

The E-Read Texas collection primarily includes adult fiction and popular non-fiction and is most appropriate for an adult audience.

Are we eligible to join E-Read Texas?

Public libraries must meet the following criteria in order to join E-Read Texas:

  • Submit the Public Libraries Annual Report to TSLAC each year
    • Note that accreditation is NOT required, but you must submit the annual report each year to remain in the program.
  • Meet the definition of a public library, see 13 TAC 1.71 

AND

  • Library serves a community of no more than 100,000 people OR has electronic collection expenditure of less than $100,000 per year

How do libraries sign up?

Start by watching the overview video that describes the program and explains how to join. Once your library is ready to join, contact ebooks@tsl.texas.gov to request the two sign up forms.

Who participates in E-Read Texas?

As of May 2026, 212 libraries across Texas participate in the program.
